A 7.5 million cost increase in this area is to strengthen staff security both through centrally shared costs and direct costs at field locations (see para. 20 below).

But the direct costs are really only the tip of the iceberg.

The higher requirement under common staff costs is attributable to service and family allowances being charged to common staff costs but budgeted under international staff salaries, combined with a higher percentage of international staff holding 100 series appointments.

Furthermore, the reductions under common staff costs reflect both the realized vacancy rates described above and the lower than budgeted actual rate of common staff costs ( 5,526,400).

These estimated requirements are needed to cover the salaries and related staff costs of UNIDIR regular staff.

Field operating costs have been reduced by 1,147,800 and the new staffing structure resulted in lower staff costs.

The amount of 6,282,800 provides for the salaries, common staff costs and staff assessment for 45 continuing posts.

The amount of 1,636,500 provides for the salaries, common staff costs and staff assessment for 10 continuing posts.

UNHCR will review the management of project personnel and instructions on direct staff employment.

They can take the form of direct subsidies, reduced interest rates or reduced costs for acquiring land.

Also, the financial efficiency of the organization improved, resulting in a respectable 9 1 ratio of programme delivery costs to staff support costs.

In the same period, staff related costs of closure amounted to almost 20 million.

Governments should carefully evaluate direct and opportunity costs, as well as projected benefits, before entering negotiations on the process.

Those costs are related to maintenance expenses and salaries for the local staff and security.

The amount of 1,075,000 provides for the salaries, common staff costs and staff assessment for five continuing posts and one additional post (P 3).

The amount of 338,300 provides for the salaries, common staff costs and staff assessment for two new posts (1 P 5, 1 P 4).

UNICEF continues to encourage thematic other resources to reduce transaction costs and make more resources available for direct programme assistance.

The amount of 3,921,600 provides for general temporary assistance, common staff costs, staff assessment and mission subsistence allowance, when applicable, for the 25 additional positions.

Staff costs account for 64 per cent of the regular budget, of which 60 per cent represents the cost of area staff and four per cent represents the cost of international staff.

The requirements for national staff costs are based on the established national staff salary scales for national General Service staff and National Officers and include a 25 per cent delayed recruitment factor.

UNRWA regards the allocation of current funding to future staff costs inappropriate to its current situation.

In paragraph 379, the Board recommended that UNICEF adopt and implement a methodology to determine the total costs, including staff costs, of its major information technology projects.

This is in addition to what has been specifically recommended by the Committee on non staff costs.

Staff costs, support costs and operating and other overhead expenses comprised 11.6 per cent, 3.8 per cent and 3.9 per cent, respectively, of the total cost of the project.

The decrease under this heading is attributable to reduced requirements under common staff costs arising from lower actual common staff costs than projected ( 2,795,700) offset by increased requirements under salaries ( 2,605,200) owing to the lower than budgeted vacancy rate realized for the Professional category.

The Advisory Committee notes that the savings realized under posts, which include requirements for salaries and common staff costs, are due to effective average vacancy rates that were higher than the budgetary assumptions (15.1 per cent for Professional and 8.9 per cent for General Service staff), as well as lower than budgeted requirements for common staff costs.
