(b) Without prejudice to other criminal procedures, aggravating circumstances, in particular in the event of the death of the disappeared person or the commission of an enforced disappearance in respect of pregnant women, minors, persons with disabilities or other particularly vulnerable persons.

(f) To pay particular attention to cases of disappearance of persons working for the promotion and protection of human rights and fundamental freedoms, wherever they occur, and to make appropriate recommendations for preventing such disappearances and improving the protection of such persons

These include the most reprehensible attacks against civilians, such as murder, torture, forced displacement of persons, various forms of sexual violence, enforced disappearance, detention, looting and destruction of villages and property.

It shall ensure in particular that persons suspected of having committed an offence of enforced disappearance are not in a position to influence the progress of the investigations by means of pressure or acts of intimidation or reprisal aimed at the complainant, witnesses, relatives of the disappeared person or their defence counsel, or at persons participating in the investigation.

The same presentation addressed the disappearance of Saharan people in Morocco.

7. Each State Party shall guarantee the right to form and participate freely in organizations and associations concerned with attempting to establish the circumstances of enforced disappearances and the fate of disappeared persons, and to assist victims of enforced disappearance.

The latter were first defined in the Nuremberg principles of 1950 to include murder, extermination, enslavement, deportation and other inhumane acts. In 1998, these other acts were clarified to mean false imprisonment, torture, rape, persecution of a group, enforced disappearance of persons, and apartheid.

The creation of such hope now depends exclusively on Israel, which must act immediately to boost the many Palestinians who yearn for peace, rather than insisting on a total disappearance of terrorism. Delay will only retard terrorism s disappearance.

(v) Unresolved questions relating to the abduction of foreigners in the form of an enforced disappearance
