And even a tiny probability of catastrophe is unacceptable when the downside could be of global consequence.

These examples indicate a trend.

There is a trend here.

We have a decent trend.

That trend must be reversed.

That trend should be encouraged.

This is a welcome trend.

This is a positive trend.

But this trend is less unambiguous.

So where does this trend stop?

The current trend is toward decentralization.

Crime statistics show a positive trend.

This trend seems to have continued.

And this is the trend in well being over that time, a small increase, but this is the trend in ecological footprint.

But you see a very clear trend.

The statements in question mark that trend.

But we can halt and reverse that trend.

To the extent that this is true of other advanced economies, the global economy faces an extended multi year period of low growth, with residual downside risk coming from policy gridlock and mistakes in Europe, the US, and elsewhere. That scenario implies slower growth possibly 1 1.5 percentage points slower in developing countries, including China, again with a preponderance of downside risk.

But that approach, too, might have a downside. Consider Spain, where too much fiscal decentralization to regional governments contributed significantly to weakening otherwise strong public finances.
