These new posts did not exist in the restructured establishment.

The overall resources estimated for posts ( 121,266,700) take into account the proposed establishment of 110 additional support account posts. These include

The current staffing establishment of UNPOS consists of a total of 7 posts, including 5 international posts (1 D 2, 1 P 5, 1 P 4, 2 Field Service) and two local level posts.

The Committee therefore recommends against the establishment of the additional P 3 and General Service (Other level) posts.

The establishment of a business must conform to planning regulations (zoning plan and urban renewal plan) and to bye laws concerning the residential environment.

The establishment of the Personnel Conduct Unit in UNMIS would require the establishment of 10 additional posts estimated at 1.2 million, which will be included in the forthcoming mission budget for the period 2005 06.

15. Emphasizes that the approval of commitment authority in no way implies approval of the establishment of posts or the creation of new functions

The amount of 925,500 under posts would reflect resource growth in relation to the proposed establishment of one new D 1 and new General Service (Other level) posts in each branch of the Ombudsman at Geneva, Vienna and Nairobi.

Bearing in mind that the entire secretariat of the Tribunal consists of only four posts, in the opinion of the Advisory Committee, it would seem illogical for the executive office functions to require the establishment of two additional posts.

6. Notes that all requests by the Fund for the establishment of new information technology posts have been deferred by the Board until its fifty fifth session, when a full enterprise resource planning project strategy, including a budget and project plan, will be presented to and considered by the Board

In the view of the Advisory Committee, the proposed increase in the staffing establishment of the Aviation Section by 51 posts is not proportionate to the increase in the number of aircraft, taking into account current capacity at present, 113 posts.

The Committee trusts that new posts will not be established until there is assurance that the potential income of UNEP for 2006 2007 will be realized and that increased levels of earmarked contribution would warrant the establishment of the new posts.

The Secretary General estimates the requirements for the creation of an ethics office at 3,801,100 and proposes a staffing establishment of 16 posts as follows

Accordingly, the Committee recommends deferral of consideration of the establishment of the two P 3 posts in the Terrorism Prevention Branch until the Secretary General has submitted his proposals.

The establishment of the Personnel Conduct Units in MONUC, UNOCI, ONUB, UNMIL, MINUSTAH and UNAMSIL in the 2005 06 period will require 45 additional posts estimated at 5.4 million.

The increase of 21 posts and temporary positions in the proposed staffing establishment of the Office of the Special Representative of the Secretary General is attributable to the establishment of the Joint Mission Analysis Cell and the Conduct and Discipline Unit, as explained below.

Since the establishment of this new procedure, several senior level posts have been filled via the new system, including those of UNDP, the Office of Internal Oversight Services and UNHCR.

c. Conversion of temporary posts to established posts

While the approved 2004 05 staffing establishment of the Division of Administration and the Security and Safety Section provided for the deployment of 1,173 posts (58 per cent of the total) to the east of the Democratic Republic of the Congo, the proposed 2005 06 staffing establishment reflects 1,939 posts and temporary positions (64 per cent of the total), the incumbents of which would be assigned to locations in the east of the country.

General Services Section (10 new posts, 2 redeployed posts)

According to the Secretary General, the provisional establishment of these temporary posts is requested without prejudice to the decision the General Assembly may take during the main part of its sixtieth session following the consideration of the proposed staffing establishment of the Mission for the 2005 06 financial period.

My delegation is pleased that the Secretary General has proposed to the Council an action plan for the establishment of a monitoring and reporting mechanism.

The net increase in national staff posts and United Nations Volunteers posts in the Human Rights Office relates to an increase in the posts in the third quarter of 2004 05 period, from two national staff posts to six posts and from two United Nations Volunteers posts to five posts, within the highest overall strength of 556 national staff posts and 147 United Nations Volunteers posts for the entire 2004 05 period.

1.75 The amount of 1,685,300 under posts, reflecting a growth of 680,800, provides for the continuation of three posts, the delayed impact of one Professional post (D 1) approved for the biennium 2004 2005 and the establishment of four new posts (1 P 5, 1 P 3 and 2 General Service (Other level)) to bring the capacity of the Office into line with the demands being placed on it.

(j) Establishment of two Field Service posts and two United Nations Volunteers positions to create a Facilities Management Unit in the General Services Section, Division of Administration (A 59 748, para. 18 (b))

The establishment of a Personnel Conduct Unit at Headquarters will require 8 additional posts estimated at 994,200 for the post and non post resources, including a delayed recruitment factor of 50 per cent.
