With the EU 15 comprising around 80 of all EU GHG emissions, these countries should be the ones taking a leading role in EU climate change policy. It is past time that they step up their efforts.

A New Climate Policy Paradigm

At that point, the EU s role as global climate policy leader would be weakened, as would its emphasis on building a green economy. With the EU forced to promote second and third rate strategies, countries would lose confidence in international climate policy s problem solving potential and become unwilling to pursue shared solutions.

First, policy frameworks for addressing climate change impacts and adaptation measures are often incomplete and second, government policy frameworks and regulation objectives are often inconsistent with climate change adaptation and mitigation goals.

Taking into account such poor policies and averaging all macroeconomic models, the EU is more likely to pay around 280 billion per year to avert 10 billion in damage. In other words, the poor design of EU climate policies triples the cost and prevents only three cents of climate damage per dollar spent.

What explains this unexpected turn of events, and what does it mean for future climate policy?

There is often a lack of synergy between policy (such as climate change policy) goals developed under environmental ministries and policies developed under other ministries.

The EU seemingly has a long term record of championing action to prevent climate change. In 1994, the EU committed itself to the GHG reductions set forth by the Kyoto Protocol and ratified it in 2002.

The authors note that 18 years of the Kyoto Protocol approach to international climate policy have failed to produce any discernable real world reductions in emissions of greenhouse gases.

But that might not be enough in an EU with more than 500 million citizens. Other EU states need to follow their example in order to make European foreign policy truly effective and influential.

The prospect of EU membership is at the heart of EU policy in the western Balkans, where we are starting to show (for example in Bosnia Herzegovina) a dangerous disinclination to apply tough conditionality. We are committed to Ukraine s European vocation, but not to its EU membership.

Bush s spending policy, Bill Clinton s tax policy, the bipartisan Squam Lake Group s financial regulatory policy, Perry s immigration policy, John McCain s climate change policy, and Mitt Romney s health care policy (at least when Romney was governor of Massachusetts). And yet he has gotten next to no Republicans to support their own policies.

As a result, international climate policy would become unrecognizable, ineffective, and, ultimately, irrelevant. Countries would begin to focus almost entirely on enhancing their own ability to adapt to climate change, with ambitious emissions reduction agreements giving way to exclusively national initiatives in areas ranging from regulatory policy to geo engineering.

If the EU is divided on an issue lying at its geographic heart and at the heart of its interests its credibility as a foreign policy actor on matters beyond its borders will suffer dramatically. And only a united EU can bring Russia on board for a harmonized policy towards the Balkans.

For now, EU governments coordinated fiscal stimulus has deprived populists of their usual charge that the EU is indifferent to the fate of individuals. Even more policy coordination will be needed both to confront the crisis and to re establish EU norms once the storm clouds begin to dissipate.

As an acceding country to the European Union (EU), we will take on board new responsibilities in the field of development policy.

A similar political signal is needed today to overcome EU member states resistance to decisions that advance a common foreign policy. Here, too, the sum needed would probably be rather small compared to the overall EU budget.

Europe s major competitors are turning climate change into an opportunity to encourage growth and create high quality jobs in rapidly innovating economic sectors. If EU leaders hesitate to take action on climate change, they will be sabotaging their own economy s prospects for sustainable recovery.

Climate change is not a partisan issue, and climate policy is essentially market based. It is about correcting market failures so that markets and entrepreneurship can play their proper role of ensuring innovation and efficient resource allocation.
