But the European Commission is not accountable to the European Parliament in the same way that a national government is accountable to its parliament. The EU s member governments name the members of the European Commission, and the Parliament lacks an explicit right to veto them.

A European finance ministry should be created, and its head should preside over the Eurogroup (which convenes the finance ministers of eurozone member states). The problem is that the European Commission and the European Parliament have consistently failed to generate a compelling narrative, leaving ordinary Europeans unconvinced of the EU s value. Federalists in the European Parliament, and in Brussels generally, should not feel threatened. On the contrary, they should recognize and use this unique opportunity.

Cooperation with the European Union deepened over the past year, as demonstrated by my presence in December 2004 at the European Council in Brussels and the meetings held by the Deputy Secretary General in Strasbourg and Brussels in February 2005 with officials from the European Parliament, the European Commission and the Council of the European Union.

That is no criticism of those who work often very hard in the European Parliament. We have created a political body that has power to hold European institutions to account but has no obvious European electorate to which it can itself be held accountable.

Unless the new internal market commissioner takes a different view, the European Commission plans to move further along the road to genuine pan European regulation. The report now goes to the European Parliament, which can be expected to push harder for more integration, as it usually does.

A new social contract will not appear out of thin air. Now is the time for the new European Commission to propose and the new European Council and European Parliament to endorse a political pact to legitimize and sustain the reforms needed to solve Europe s economic problems.

The Council of the European Communities adopted a directive on 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering, which was amended on 4 December 2001 by the European Parliament and the Council of the European Union.

Finally, political union means transferring the prerogatives of national legislatures to the European Parliament, which would then decide how to structure Europe s fiscal, banking, and monetary union. Those responsible for the EU s day to day operations, including the Board of the European Central Bank, would be accountable to the Parliament, which could dismiss them for failing to carry out their mandates.

Just this month the European Parliament sent observers to Ukraine s presidential election. At the end of each mission, a couple of days after the election, the Head of Mission, who is normally a member of the European Parliament, first issues a preliminary report on the election and on the handling of the electoral process, followed by a final report a few months later.

Voters in other states have more confidence in EU institutions, but their opinion of their own institutions is also low. In France, 57 trust the European Parliament, but only 29 trust the French parliament while the corresponding figures for Germany are 51 and 23 .

The increasing detachment of the budget from the Union s objectives is sustained by decision making procedures that authorize the European Council, representing member governments, to take all the important decisions according to a rule of unanimity, with the European Parliament and the European Commission confined to a minor role.

Finally, Europe should transform the ESM into a European Monetary Fund capable of providing policy assessment and advice, as well as financial assistance possibly drawing on European Commission staff.
