The new global Evaluation Committee adopted a plan of action to strengthen the evaluation function throughout UNICEF.

The Committee points out that, as the steering committee is to be established by the Secretary General, its active involvement in the evaluation could be seen to compromise the independence of the evaluation.

The Advisory Committee had made pertinent comments which would guide the Committee's evaluation.

Should the review and evaluation be approved by the General Assembly, and taking into account information provided to the Committee on the budgetary requirements, the Advisory Committee recommends approval of 3,633,600 for the independent external evaluation.

At the corporate level, focus will be ensured through the global Evaluation Committee, and organizational evaluation and research trends will be monitored and their needs coordinated.

The Committee shall provide an annual performance evaluation of its work to the General Assembly.

The Senior Monitoring and Evaluation Officer had presented the draft report on the evaluation (UNEP OzL.Pro ExCom 45 11) at the forty fifth meeting of the Executive Committee.

5. Regrets that the relevant intergovernmental bodies did not review the recommendations on evaluation of the Committee

However, the Ceasefire Political Committee and the Assessment and Evaluation Commission still have to be set up.

The Committee recommended that a number of insufficiencies in the evaluation be addressed prior to penetrating the lake.

In decision XVI 36, the Parties requested the Executive Committee to consider the evaluation and review of the financial mechanism.

The Committee aims to develop a more coordinated approach to the planning, implementation and evaluation of training programmes for judges.

6. Urges those intergovernmental bodies effectively to review the relevant recommendations on evaluation to facilitate their consideration by the Fifth Committee

Some delegations reiterated the decision of the Committee to review the usefulness of thematic evaluation reports at its forty sixth session.

The Sixth Committee, on 10 October 2002, considered relevant parts of the report of the Committee for Programme and Coordination, as well as the in depth evaluation of legal affairs.

It was also proposed that, in order to enhance the Committee's role in evaluation, to afford more time for intergovernmental bodies to review evaluation reports and to devote more time to the strategic framework, evaluation reports should be considered during budget years, when the Committee would not be reviewing the strategic framework.

The Committee also recommends approval of 126,000 for special projects related to fraud and corruption, as well as 286,400 in general temporary assistance for backstopping the independent external evaluation and travel and per diem of 177,300 for members of a steering committee overseeing the evaluation of the Office of Internal Oversight Services.

The Fourteenth Meeting of the Parties requested the Executive Committee to consider making an evaluation of customs officer training and licensing systems projects a priority and to report on the evaluation, if possible, to the Sixteenth Meeting of the Parties.

It is not for the Committee to substitute its views for the judgement of the domestic courts on the evaluation of facts and evidence in a case, unless the evaluation is manifestly arbitrary or amounts to a denial of justice.

It invokes the case law of the Human Rights Committee, which is on record as saying that it is not that Committee's place to question the evaluation of evidence by the domestic courts unless the evaluation amounted to a denial of justice, a precedent that should also be accepted by the Committee against Torture.

UNODC also informed the Advisory Committee that, once an evaluation was completed, it was distributed to member States and senior management for action.

The Sixth Committee took note with satisfaction of paragraph 289 of the report of the Committee for Programme and Coordination, in which that Committee recommended approval of recommendations 1 to 7, 9 and 11 to 20 of the in depth evaluation.

16. Invites the Committee for Programme and Coordination to submit at its forty fourth session proposals on enhancing its role in monitoring and evaluation

We are challenging the United Nations to develop an index and, further, to establish a committee with a special portfolio to conduct continuous evaluation.

The seminar's discussions will assist the Special Committee in making a realistic analysis and evaluation of the situation in the Non Self Governing Territories.
