ICTs enabled finance tools include credit or payment cards for export financing or short term working capital.

Malaysia offers a number of facilities such as a fund for OFDI, export credit insurance and guarantee schemes, overseas project financing and the Malaysia Singapore Third Country Business Development Fund.

Developing and developed countries differ in their use of export subsidies, the former tending to rely on a more selective approach and the latter tending to use, inter alia, export promotion regimes, export financing and export guarantees.

This bias is mitigated in advanced economies by various flexible financing tools offered by large banks. For example, a small business with a decent credit history can borrow large amounts with a major credit card.

It requires sizeable and critical amounts of external financing, such as grant assistance, loans, export earnings and foreign direct investment or other capital market flows.

Stresses the necessity to enact effective criminal sanctions to deter illegal export, transit, brokering, trafficking and related financing, in compliance with UNSC Resolution 1540 (2004).

South South cooperation, including the promotion of regional trade, could add new sources of financing and develop new export capacities in the least developed countries.

Liberalization of trade in goods and services of export interest to developing countries can generate additional financing for development of up to 310 billion annually.

In May 2004, UNCTAD was instrumental in the creation of the African Export Credit Insurers' Association, and the adherence to this association of the membership of the Dakar Union.

Higher energy costs (owing to increases in both excise taxes and electricity rates), credit bottlenecks, specialization in stagnant export markets, and generalized policy uncertainty all seem to have played a role. As a result, Greek export prices have not come down nearly as much as wages.

Making credit and other forms of financing available at low cost to domestic players is an important measure in promoting entrepreneurship, especially since domestic players would be competing with foreign service providers who have readily available financing for their operations.

The EXIM Bank provides credits to overseas investments through the Overseas Investment Facility, and an Overseas Investment Insurance scheme is run by the Malaysia Export Credit Insurance Berhad to cover political risks.

The banking sector provides little in the way of financing for women's enterprises and, when it does so, funding is generally advanced through a domiciliary line of credit.

Credit Where Credit is Due

The cheap credit ushered in by the euro fed an inflationary economic bubble in southern Europe that burst when the financial crisis hit. Credit terms worsened abruptly, and what was left was the thoroughly overpriced rump of economies that had become excessively dependent on foreign financing.

In anticipation of a doubling of its urban population over the next 20 years, it had focused on mobilizing credit and other forms of financing for private housing construction.

This lackluster performance, which followed years of decline in market shares, is difficult to explain, given that all other countries on the eurozone periphery recorded solid export growth. For example, Portuguese exports increased by about 5 6 per year over the last years, despite challenging external conditions (Spain is its biggest market) and a credit crunch, which made it difficult for exporters to obtain financing.

The new financing would include direct loans from rich countries export credit agencies to enable poor countries to borrow long term (for example, 40 years) to build roads, power grids, renewable energy generation, ports, fiber optic networks, and water and sanitation systems. The G 20 should also increase the lending capacity of the World Bank, the African Development Bank, and other international financial institutions.

Promoting a country of owners emphasizes the financing of medium, small and micro enterprises in order to overcome the barrier of access to credit, a hateful form of discrimination that hinders democracy.

Confronted with another global slowdown that could depress its export markets for years, China needs to boost consumption even as it cools investment. And it needs to so in ways that do not rely on excessive credit expansion.

The government is using a variety of instruments, including financial sector credit discipline, to rein in investment demand. Essentially, the government guarantee associated with financing public sector investment is being withdrawn as it should be.

Further, UN Habitat has strengthened inter institutional relations with the Development Credit Authority of the United States Agency for International Development and is exploring co financing support to slum upgrading initiatives in Ghana and Uganda.
