Interrupting this second vicious spiral will require jump starting growth, which, under current circumstances, is easier said than done. The external environment is not favorable.

According to the so called Lawson Doctrine, rising current account deficits and external indebtedness generated by the private (as opposed to the public) sector are immune to the dangers that proved so destructive in the early 1980s.

But Asia cannot be complacent financial systems remain fragile economies are burdened with high fiscal and current account deficits and Asia remains too heavily dependent on North American and European export markets, increasing its vulnerability to external shocks.

Once they succeeded in overcoming a painful crisis management phase, many of these countries accumulated previously unthinkable levels of international reserves as precautionary cushions. They extinguished billions in external indebtedness by generating and sustaining large current account surpluses.

Fiscal adjustment was also necessary to limit external vulnerability and the increase of external debt in relation to GDP.

When international funds are available, this produces short lived booms and large current account deficits, financed by heavy external borrowing. When international liquidity dries up, as it often does for Brazil and Latin America, weak domestic investment and sluggish growth follow.

The European Union, however, has built up a large external surplus, owing mainly to positive trade balances in the eurozone. The EU s current account surplus in 2014, at around 250 billion, will be even higher than that of emerging Asia.

Much is made of Germany s large current account surpluses. But, just as the eurozone s struggling economies have an overvalued currency, Germany has an undervalued one, which tends to produce external surpluses and, by definition, an excess of savings over investment.

Both for the RPTC and BMS, the ongoing status report on the balances and utilization of the funds on the special account will be reported after the completion of the current biennium along with the report of the External Auditor.
