Stresses the importance of promoting responsible borrowing and lending

Creating and maintaining a favourable climate for investment is essential.

There is no point in asking a developing country to rectify so many deficiencies within a reasonable time frame if it cannot even have access to funds on more favourable and predictable terms than those currently being offered by the international capital market.

During the crisis, the level of banking activity fell particularly strongly in capital intensive areas such as traditional lending to the private sector. The effect was especially pronounced in lending to non financial companies, whereas lending to households an area with traditionally lower internationalization remained more robust.

Another reason why a procuring entity may not wish to award a contract to the successful bidder is because the price (or other terms) offered in the bid are so favourable to the entity that it considers that the bidder will not be able to fulfil to the contact on those terms (see, further, A CN.9 WG.I WP.36).

Irresponsible borrowing by governments in international credit markets requires irresponsible lending. Bank regulators should just say no to such lending by institutions that are already under their purview.
