Funding options and modalities for financing operational activities for development of the United Nations system

The search for additional and more stable funding to meet the MDG s has led to various proposals for innovative financing mechanisms and debt relief, in particular by British Chancellor of the Exchequer Gordon Brown. But the broad range of proposed schemes to bolster resources for development assistance raises hard questions about the appropriate balance between objective needs and sound and effective financing.

While these financing mechanisms have enabled recruitment of security officers and procurement of equipment to begin without the former delays and uncertainties of seeking supplementary donor funding, work remains to be done in establishing standby rosters of security personnel.

To pursue the efforts to identify innovative sources of financing for development, capable of providing funding in a stable, predictable and on an additional basis to assist developing countries in the promotion of economic development and hunger and poverty eradication.

Activities that would support this implementation include the collaboration between TNAs and NAPA activities to implement climate change measures simplifying ways to access funding within the GEF and innovative financing and guidance on developing project proposals for technologies for adaptation.

In this regard, the Second South Summit supported the diversification of sources of financing as well as enhanced funding for the implementation of the Convention through the GEF and the Global Mechanism and other possible sources, including the Sustainable Development Foundation.

Since development partners played a key role in financing industrial development, they should review their funding approach, which was still heavily based on their bilateral requirements and priorities and was therefore detrimental to fund mobilization for demand driven and country tailored industrial development.
