Sr Suzette attended a Strategy Meeting on the General Agreement on Trade in Services in Geneva from 23 March to 16 April, 2004.

There should be strong commitment to allowing the movement of natural persons to developed countries under Mode 4 of the General Agreement on Trade in Services.

UNCTAD's analytical work on the movement of physical persons (Mode 4 of the General Agreement on Trade in Services) was important and of potential benefit to developing countries.

This has posed constraints to their full participation in the negotiations on the General Agreement on Trade in Services.13 Active implementation of articles IV (increasing participation of developing countries) and XIX 2 (progressive liberalization) of the Agreement would increase the competitiveness of service supply of developing countries and beneficial engagement in trade in services.

Trinidad and Tobago does not have any commitments under the General Agreement on Trade in Services (GATS) on distribution services, and determination of the type of commitments that could be made would require that appropriate impact studies be carried out.

Article VI.4 of the General Agreement on Trade in Services mandates the development of disciplines to ensure that measures relating to qualification requirements and procedures, technical standards and licensing requirements and procedures do not constitute unnecessary barriers to trade in services.

The Convention on Biological Diversity has 156 signatories and the political support for the guidelines gives it the potential to play an important and effective role as a multilateral environmental agreement in regulating tourism, along with the General Agreement on Trade and Services of the World Trade Organization (WTO).

A fresh look at the existing global frameworks for widening the scope of such initiatives for human migration, such as Mode 4 of the General Agreement on Trade in Services, would be a starting point.

General legal services provided to United Nations organs and programmes

The following posts are proposed for the General Services Section

Two Shipping Assistants, 1 Field Service, and 1 national General Service (redeployed from General Services Section).

General description The Major Programme provides direction and management for six programmes Human Resource Management, Financial Services, Information Network and Knowledge Management Services, Procurement and Logistics Services, Legal Services and Buildings Management.

Discussions also focus on definitions and principles, where Members seek to draw on the Agreement on Subsidies and Countervailing Measures and the Agreement on Agriculture, while keeping in mind the specificities of services.

The services include personnel services (recruitment and administration of headquarters staff and international field staff) financial services (budgets, payroll, general accounting, treasury and expenditure approval) and general services (office space, building management, communications, mail and messenger service, issuance of official documents, travel and transportation assistance, support to central local area network computer services and e mail and Internet access).

A Crisis Pregnancy Agency had been opened in 2001, and general practitioners provided family planning services free of charge to those who had a card for free general medical services.

Supplementing this step, and concurrently with it, work has begun on the preparation of an Arab agreement on trade in services.

The agreement distinguishes between the oversight and services to be provided by UNDP for UNIFEM operations, thereby clarifying areas of responsibility.

The additional requirements under this heading related to the increased costs of mine detection and mine clearing services under a memorandum of agreement as replacement for services previously provided by a demining contingent.

The general parameters of a long term, two state agreement are well known.

We shared the general relief at the last minute agreement on the outcome document, since a lack of such agreement would have been disastrous.

The staffing for the General Services Section, the Integrated Support Services and the Supply Section includes proposals for new deputy positions.
