CAMBRIDGE No country in modern history has possessed as much global military power as the United States. Yet some analysts now argue that the US is following in the footsteps of the United Kingdom, the last global hegemon to decline.

No matter to what degree China is developed, it will never become a hegemon and or engage in expansionism.

First, the United States under Obama s ineffective leadership has drifted yet further into a What s in it for me? attitude on key issues requiring international action. In place of what the economist Charles Kindleberger once called an altruistic hegemon, the America that the world now faces is what I call a selfish hegemon.

Some observers conflate the concept with imperialism but the US is clear evidence that a hegemon does not have to have a formal empire. Others define hegemony as the ability to set the rules of the international system but precisely how much influence over this process a hegemon must have, relative to other powers, remains unclear.

A world in which the US has a proven record of honoring the trust that is required of it to play the role of global economic hegemon is a much better world for the US than one in which it is not trusted. Simply put, the US must manage the global economy for the collective common good, or else confront a world in which global macroeconomic management results from race to the bottom national policy struggles.

In one influential interpretation, popularized by the novelist, Labour Party MP, and future Nobel Peace Prize laureate Norman Angell in 1910, the interdependency of the increasingly complex global economy made war impossible. But the opposite conclusion was equally plausible Given the extent of fragility, a clever twist to the control levers might facilitate a military victory by the economic hegemon.

So the US is not just one economy in a world of economies following their own monetary policies under a flexible exchange rate regime. The US is, rather, a global hegemon the central bank for the world, with a responsibility not just to stabilize output, employment, and inflation and ensure financial stability in the US, but also to manage the world economy in its entirety.
