These included the food safety agency, the public procurement agency, the procurement review board, the market surveillance agency, the information society agency and the institutes for standardization, metrology and intellectual property.

The Procurement Service had also been working with the Inter Agency Procurement Working Group to implement the common procurement training programme as expeditiously as possible.

The way government does its procurement affects the format of electronic auctions in public procurement.

Centralized regulatory guidelines exist in Australia and the United Kingdom while in the United States, the procedures are largely determined on an agency by agency basis, and sometimes on a procurement by procurement basis.

The Administration agreed with the Board's recommendation to, in consultation with the United Nations Development Group and the Inter Agency Procurement Working Group, pursue initiatives within predetermined time frames to improve inter agency procurement activities.

On the sharing of procurement performance benchmarks and best practices (recommendation 1) and the concept of lead procurement agency (recommendation 2), it should be noted that since 2004, the HLCM has incorporated the work of the Inter Agency Procurement Working Group (IAPWG) into the HLCM agenda.

There exists an Inter Agency Procurement Group for sharing information on suppliers and for implementing the Lead Agency Concept, which however does not seek to streamline and pool procurement operations under a single chain of authority.

This original mandate was progressively expanded by decisions of the UNDP Executive Board to encompass a broader range of inter agency procurement functions, such as promoting inter agency cooperation and coordination, harmonization of procurement rules and procedures, establishment of a common vendor database, compilation of procurement statistics, standardization of equipment procurement and serving as secretariat to IAPWG.

During its twenty ninth meeting, the Inter Agency Procurement Working Group (IAPWG), of which UNFPA is an active member, considered the JIU draft report on procurement practices.

The United Nations Inter Agency Procurement Working Group and the International Training Centre have launched an Organization wide procurement certification project to ensure that all United Nations procurement practitioners are professionally certified in their respective disciplines.

Additional long term contracts are being explored with the members of the Inter Agency Procurement Working Group.

COMPRASNET (www.comprasnet.gov.br) is the web platform for e Government Procurement of the Federal Government in Brazil.

In addition, key linkages have been established by the Task Force with the Inter Agency Procurement Working Group, which is serviced by the Inter Agency Procurement Services Office and consists of United Nations funds and programmes, specialized agencies and international financial institutions.

Prominent among these are the Public Procurement Act, the Financial Administration Act and the Internal Audit Agency Act.

Similarly, the United Nations Resident Coordinator could play an important role in promoting inter agency coordinated procurement activities.
