European Commission President José Manuel Barroso, French President Nicolas Sarkozy and industrial chambers of commerce strongly advocate a similar tariff system, leading many analysts to predict that the EU will also adopt some sort of green tariff system in the next few years.

In that regard, the Classification of Products by Activities (CPA), the North American Product Classification System (NAPCS), the Standard International Trade Classification (SITC), the Harmonized Commodity Description and Coding System (HS Harmonized System), the Extended Balance of Payments Services Classification (EBOPS) and the International Standard Industrial Classification of All Economic Activities have been considered for substantial parts of the revision process.

If such a category was too small for the Harmonized System, it was typically combined with the further processed forms of those products.

We are also soon likely to have a unified, harmonized, and enforced from above system for euro payments, be they intrastate or interstate. The Commission reckons that it is rather suspicious that every country currently has its own system, and that these national systems are used by more customers and for more transactions than the harmonized Single Euro Payment Area (SEPA) system of payments.

The five States of Central America were unable to meet the target of achieving a customs union by 2003, but they have harmonized over 90 per cent of tariff lines, agreed on a treaty on investment and services, and established a dispute settlement mechanism.

While the CPC bases its goods part on definitions of the Harmonized System, there is no such link or equivalent level of definition for the UNSPSC.

Tariff headings, tariff lines and tariff rates specified in the Customs Import and Export Tariff of the People's Republic of China (hereinafter referred to as the Customs Tariffs ) and Table of Tariff Rates of Import Duties of the People's Republic of China of Entry Articles (hereinafter referred to as the Table of Tariff Rates of Import Duties of Entry Articles) drafted by the State Council are an integral part of this set of regulations.

Improving market access involved not only tariff reduction but also relaxation of non tariff barriers and rules of origin.

However, more work is needed to find or create the appropriate tariff headings and to address non tariff barriers.

Nevertheless, scope remains for the liberalization and rationalization of tariffs in non agricultural goods, particularly for the removal of tariff bias, tariff escalation and tariff peaks affecting developing country exports in their major markets.

Re iterates also its invitation to the regional commissions, United Nations programmes, the specialized agencies and other organizations concerned to promote the implementation of the Globally Harmonized System and, where relevant, to amend their respective legal international instruments addressing transport safety, work safety, consumer protection or the protection of the environment so as to give effect to the Globally Harmonized System through such instruments

The agricultural sector is protected through high tariffs, tariff picks, tariff escalation and non tariff barriers in many developed countries, and market access is often denied to products from developing countries, including landlocked developing countries.
