(c) That Member States participating in the activities of the Subcommittee of Experts on the Globally Harmonized System of Classification and Labelling of Chemicals, as well as the European Commission, are actively preparing revisions of national or regional legislation applicable to chemicals for implementation of the Globally Harmonized System of Classification and Labelling of Chemicals

(c) Encourage countries to implement the new globally harmonized system for the classification and labelling of chemicals as soon as possible with a view to having the system fully operational by 2008

Re iterates also its invitation to the regional commissions, United Nations programmes, the specialized agencies and other organizations concerned to promote the implementation of the Globally Harmonized System and, where relevant, to amend their respective legal international instruments addressing transport safety, work safety, consumer protection or the protection of the environment so as to give effect to the Globally Harmonized System through such instruments

The Secretary General has received an application from Zambia for full membership in the Subcommittee of Experts on the Globally Harmonized System of Classification and Labelling of Chemicals.1

Use of the Globally Harmonized System for the Classification and Labelling of Chemicals for substances that deplete the ozone layer (decision XIV 8) The Parties to the Montreal Protocol requested the Ozone Secretariat to contact the United Nations Subcommittee of Experts on the Globally Harmonized System of Classification and Labelling to evaluate the possibilities for and feasibility of including ozone depleting substances on its work programme (decision XIV 8).

(a) To circulate the amendments9 to the Globally Harmonized System of Classification and Labelling of Chemicals to the Governments of Member States, the specialized agencies and other international organizations concerned

The Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals held its second session in Geneva on 10 December 2004.

This annex contains the amendments to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) (ST SG AC.10 30) adopted by the Committee of Experts at its second session.

The Council endorsed the decision of the Secretary General to approve the application of Zambia for membership in the Subcommittee of Experts on the Globally Harmonized System of Classification and Labelling of Chemicals (GHS Subcommittee).

Invites Governments, the regional commissions, United Nations programmes, the specialized agencies and other organizations concerned to provide feedback on implementation to the Subcommittee of Experts on the Globally Harmonized System of Classification and Labelling of Chemicals

Among other measures in this area would be stepped up monitoring of the impacts of chemicals on health and the environment, harmonized risk assessments, efforts to implement the Globally Harmonized System for the Classification and Labelling of Chemicals (GHS), and the development and publication of national pollutant release and transfer registers (PRTRs).

Expresses its deep appreciation to the Committee, United Nations programmes, specialized agencies and other organizations concerned for their fruitful cooperation and their commitment to the implementation of the Globally Harmonized System of Classification and Labelling of Chemicals

On the basis of that work, the Committee adopted amendments9 to the first version of the Globally Harmonized System of Classification and Labelling of Chemicals intended to clarify or to complement it, concerning the following in particular

The Secretary General is pleased to approve the application of Zambia for full membership in the Subcommittee of Experts on the Globally Harmonized System of Classification and Labelling of Chemicals and requests the Council's endorsement of that decision.

Invites Governments who have not yet done so to take the necessary steps, through appropriate national procedures and or legislation, to implement the Globally Harmonized System, as recommended in the World Summit on Sustainable Development Plan of implementation

(iii) Specifying harmonized system codes for all ODSozone depleting substances

Having considered the report of the Secretary General on the work of the Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals1 during the biennium 2003 2004,

Having considered the report of the Secretary General on the work of the Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals during the biennium 2003 2004,

Recalling the particular significance of the United Nations Institute for Training and Research International Labour Office Organization for Economic Cooperation and Development Global Partnership for Capacity Building to implement the Globally Harmonized System for building capacities at all levels,

That such information is disseminated in appropriate languages and without cost to users, making full use of hazard communication mechanisms under initiatives such as the Globally Harmonized System for the Classification and Labelling of Chemicals and multilateral environment agreements

These incentive measures should be harmonized throughout the United Nations system.

UNITAR also provided training in infrastructure for the sound management of chemicals and wastes national profile development capacity building risk management decision making integrated national management programmes pollutant release and transfer registers and a globally harmonized system of classification and labelling of chemicals.

The first edition of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS),7 was published for official circulation and sale in Arabic (245 copies), Chinese (160 copies), English (2,450 copies), French (780 copies), Russian (215 copies) and Spanish (445 copies).

Requests the Secretary General to submit a report to the Economic and Social Council in 2005 on the implementation of the present resolution, the Recommendations on the Transport of Dangerous Goods and the Globally Harmonized System of Classification and Labelling of Chemicals.

Expresses its appreciation for the work of the Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals with respect to matters relating to the transport of dangerous goods, including their security in transport

Work on the issue is still under way and it will remain on the work programme of the United Nations Subcommittee of Experts on the Globally Harmonized System of Classification and Labelling, in cooperation with the OECD Task Force, for the biennium 2005 2006.
