The High level Group on Education for All, meeting in Brasilia in November 2004, focused on quality education.

Our aim is to provide high quality education for all, with relevant content, and to expand pre school education.

We are now focusing our efforts on providing high quality education at all stages, especially at the university level.

Quality education for all

The government is currently developing a long term plan to ensure a high quality, accessible and accountable postsecondary education system.

The first is improving the quality, safety and relevance of basic education, so that student enrolment and motivation remain high.

The Committee is also specifically concerned about the existence of miscellaneous fees for compulsory education, high student teacher ratios, high dropout rates in middle and secondary school and the quality of education throughout the mainland.

Their Recommendations on Education (see E C.19 2004 5 Add.11, Annex, p. 10) recommend that States parties ensure access for indigenous children to appropriate and high quality education .

A high quality, research guided education that takes into account cultural heritage and achievements is a major basis for creating these human resources.

Allocation of high quality groundwater only to uses demanding high quality water, in particular for human and animal consumption, should be encouraged.

High drop out and low enrolment rates among boys and girls in both primary and secondary levels are very often symptoms of poor quality education and gender biases in schools, at all levels of the education system.

On the draft CPD for Burkina Faso, speakers highlighted the high quality of the UNICEF programme, especially in the areas of child survival, child protection and girls' education.

Equipped with high quality education, Asia s rising middle class will demand higher quality public services. Increased confidence in their country s political systems and institutional structures, enhanced by improved perceptions of upward mobility, will help to strengthen the rule of law.

In 2000, 79 schools offered this type of quality education.

A much more ambitious undertaking was the Intercultural Indigenous University, which would contribute to the professional training of indigenous men and women by offering them high quality higher education programmes.

These policies are key to generating high quality employment.

Improving the quality of instruction in higher education is at the focus of the first report to the European Commission by the High Level Group on the Modernization of Higher Education (of which I am President).
