MUNICH More details about the European Commission s 315 billion ( 390 billion) investment plan for 2015 2017 have finally come to light. The program, announced by European Commission President Jean Claude Juncker in November, amounts to a massive shadow budget, twice as large as the European Union s annual official budget, that will finance public investment projects and ultimately help governments circumvent debt limits established in the Stability and Growth Pact.

To be sure, some progress is being made toward bringing longer term considerations into annual budget rules. Bodies like the European Commission increasingly distinguish between the structural and cyclical components of a budget deficit, and thus consider potential output, which increases with investment, in their calculations.

Not all member states contribute equally to the EU budget some are net contributors, while others are net beneficiaries. At the end of EU financed investment projects payments for which are agreed and executed in the annual budget framework the money is transferred to the beneficiary.

Investment agreements which signal that investment is valued and that all investors will be treated fairly also promote investment.

In addition to more investment, India needs less consumption and higher savings. The government has taken a first step by tightening its own budget and spending less, especially on distortionary subsidies.
