The reason is that other financial resources are available (i.e. under municipal labour market policy and grants from the European Social Fund (ESF)) for the direct promotion of labour force participation and economic independence.

Gender mainstreaming resources are also available on more than 20 different issues such as health, labour, migration, economics and education, among many others.
