If the interest rate is raised too little, banks will use more reserves to support lending, leading to higher inflation. If the interest rate is raised too much, economic activity will be constrained and growth could fizzle.

That, at any rate, is the theory no one knows how it would work in practice. How high would the Fed or the ECB, for that matter have to raise the interest rate on deposits to prevent excessive growth in bank lending?

Businesses will want to borrow, and banks will want to expand their lending. Under these conditions, the Fed will want to raise the interest rate to prevent an acceleration of inflation.

Of course, rapid credit growth is a natural consequence of declining real interest rates. But, in Brazil, lending by state owned banks has outpaced that of private banks significantly since 2008, meaning that lending at deeply subsidized rates has largely driven the increase in bank credit, to 58 of GDP (roughly double the rate eight years ago).

But the time will come when the banks will want to use their excess reserves to support more profitable lending. The Fed will then need to raise the interest rate that it pays on excess reserves to limit the extent to which the commercial banks can draw down those reserves to create additional lending and deposits.

Fortunately, however, these shortcomings can be overcome. Regulators and Internet financiers can look to traditional bank lending to individuals and SMEs as they devise new measures to minimize risk and lock up bottom lines in the P2P lending sector.

The proximate answer for the US is that a decline in lending standards helped people buy houses at ever increasing prices before 2006. Freer lending meant that people were freer to bid up prices of homes to ridiculous levels.

Periods of rapid growth in lending are often associated with construction booms, partly because real estate assets are relatively easy to post as collateral for loans. But the rate of productivity growth in construction is low, and the value of many credit fueled projects subsequently turns out to be low or negative.

They are likely to place much greater emphasis on consumer lending, especially mortgages and credit cards. With China s mortgage lending equal to only 10 of GDP, compared to 60 70 in the Anglo Saxon countries, there is huge opportunity for growth.

Since the 1990s private finance has shifted from international syndicated bank lending to international bond issues.

In addition, the draft Principles encourage IMF to implement fully its lending into arrears (LIA) policy.

Also, direct financial support is given to refugee households through consumer lending and housing development loans.

The malnutrition rate and the child mortality rate have been reduced.

Top politicians from all parties in the United Kingdom were united in condemning Barclays actions, particularly with regard to its systemic cheating on the reporting of interest rates, exposed in the Libor scandal. (The London Interbank Offered Rate is a key benchmark for borrowing and lending around the world, including for the pricing of derivatives).

Even so, P2P lending still accounts for just a small fraction of overall lending in China. Last year, total loans issued through peer to peer networks were equivalent to just 1.5 of the CN 15.1 trillion in consumer loans issued by Chinese banks.

Alhough the Bank of China curtailed its lending growth to only 6 last year because of concerns about credit quality, many new local banks have expanded their lending aggressively, and could now suffer huge losses as the economy slows and firms solvency weakens.

Lending to states thus involves unfathomable risks that ought to be borne by specialized players who are willing to live with the consequences. Historically, sovereign lending was a job for a few intrepid financiers, who drove shrewd bargains and were adept at statecraft.
