That pattern came to a sudden stop in the financial crisis of 2008. Private sector leverage declined and public sector leverage reached and exceeded sustainable limits, with Greece being only the most extreme example.

If one assumes greater leverage for private sector investment, the number would be higher. Similarly, conservative assumptions about how much genuinely extra money is being spent to fight climate change through overseas aid and the multilateral development banks might have produced a lower figure.

But it's also, of course, to do with the massive crisis that followed excessive leverage, excessive borrowing in the private sector.

Regulators have recently woken up to the incentives for excessive leverage in this sector and to the risks that such leverage poses to lenders and the broader economy. Not surprisingly, big private equity firms seem determined to ignore or otherwise circumvent new restrictions.

Finally, policymakers should foster partnerships and new instruments that nudge the economy toward low carbon alternatives. Development banks, for example, can help leverage private sector investment.

Third, international private investment flows are essential. It is the private sector that will finance most low carbon, sustainable growth. Public funding should help leverage climate friendly private investments. Managing modern debt crises always involves the extraordinary logic of throwing good money after bad in the hope of masking the underlying unsustainability. The same logic has been applied in the euro crisis, with official money taking the place of private sector exposure.

Innovative public private funding arrangements (with public seed money leveraging commercial contributions) can be used to finance water and sanitation infrastructure, although negotiating cost recovery arrangements for the private sector participants that are acceptable to all parties and sustainable can be difficult.

Part of the problem was that margin trading was not limited to institutional investors. State monopolies undo what private businesses created. With more money, ill educated bureaucrats hire more ill educated bureaucrats as a result, the regime fails to rule the country.

This new model moves beyond the mantra of public private partnership. It genuinely leverages multiple sources of money and expertise in broad coalitions pursuing the same big goal.
