The current crisis killed off this optimistic scenario. The interbank market has almost collapsed, because banks do not trust each other in the same way that we tend not to trust an eager seller of a second hand car.

So how does this explain the overexposure of many institutions to sub prime mortgage risk and the collapse of the interbank market? Were banks that chose to securitize sub prime loans instead of keeping them on their balance sheets behaving irrationally?

Much speculation has centered on the recent damage to London s reputation stemming from the scandal surrounding banks manipulation of the Libor interest rate. Even if some of the machinations were carried out in other cities, there is no escaping the fact that Libor is the London Interbank Offered Rate.

LONDON Ten years on, the euro is a resounding success. A financial market heavyweight, it now outperforms the dollar, the yen, and, until recently, the mighty Chinese yuan, while euro denominated bond trading rivals the US market in size.

Top politicians from all parties in the United Kingdom were united in condemning Barclays actions, particularly with regard to its systemic cheating on the reporting of interest rates, exposed in the Libor scandal. (The London Interbank Offered Rate is a key benchmark for borrowing and lending around the world, including for the pricing of derivatives).

That is certainly the assumption on which the London market has been built and the line that successive governments have peddled. But it is coming under fire.

The problem is that most of this investment is in the interbank market, meaning that SMEs ultimately face interest rates of more than 10 and that does not include the added 3 for SMEs loan guarantees. These unsustainable high rates are transmitting major risks to the real economy.

A genuine futures market on single family homes has not been attempted since 1991 when the London Futures and Options Exchange (now merged into Euronext.liffe) failed in its effort to launch such a market in Britain. That attempt never generated much trading volume.

The one example I take is a corporate headquarters for a company called Willis and Faber, in a small market town in the northeast of England, commuting distance with London.
