While developed countries, including the US and the United Kingdom, have drawn on their allocations, the major users have been developing and, in particular, low income countries. In most countries, a basic social protection floor which can help countries to mitigate the negative effects of shocks and prevent people from falling deeper into poverty is affordable. In this respect, the least developed countries have called for the provision of bound duty free and quota free treatment by developed countries to all products of the least developed countries, and by developing countries in a position to do so.
