Addressing security related concerns more effectively

Reaffirming that any expansion of the Security Council should make it more democratic, more equitably representative, more transparent, more effective and more accountable,

Key goals for the multinational force are to develop increasingly capable Iraqi security forces and to transfer more and more security responsibilities to them.

Linking the Minimum Operating Security Standards more closely with the security risk management model has produced a more flexible and proportional approach to establishing country specific standards and has the added benefit of providing a more compelling presentation for the funding of security requirements.

The Security Council has to become not only more effective and more representative, but also more transparent and more inclusive in its working methods.

It made their feeling of security more match the reality.

All this would make for a more effective Security Council.

We need a more democratic and more representative Security Council that better reflects today's new geopolitical situation.

This is particularly disturbing at a time when globalization makes weapons and weapon technologies more and more accessible and security problems more and more interconnected globally.

However, we must recall that in reforming the Security Council, we are seeking to make it not only more representative but also more democratic and more effective.

Why has all this focus on security made me feel so much more insecure?

The African Union is taking an ever more active role in peace and security.

The difficult security conditions made it more and more difficult for the United Nations and other humanitarian organizations to provide protection and assistance.

The Security Council must be reformed to make it more inclusive and more representative of the current make up of the United Nations.

The investigation has also uncovered more specific information about the manner in which the Syrian security apparatus controlled and manipulated the security situation in Lebanon.

It meets our concerns by outlining a future Security Council with more balanced regional representation.

At the same time, making the Security Council more representative must not undermine its effectiveness.

A reformed Security Council should be more representative, democratic, transparent, accountable and effective than today's.

Some participants noted that more interaction between special procedures and the Security Council was warranted.

One of the key components of United Nations reform is reform of the Security Council to make that key organ in the security sphere more representative.

Security involves more than tangible, preventive measures, and in that spirit the Organization funded and implemented training for 40 designated senior officers responsible for security at their duty stations and their security management teams.

Moreover, criminal cross border activities add yet one more dimension to the already challenging security environment.

We support comprehensive reform of the Security Council to make it more broadly representative, more efficient and more transparent in order to further enhance its effectiveness and the implementation of its decisions.

Against this background, my long standing efforts to reinforce the Organization's security structure were realized through the establishment of the Department of Safety and Security, responsible for the safety and security of more than 100,000 United Nations staff members and an estimated 300,000 dependants serving at more than 150 duty stations worldwide.

This programme prepares newly recruited field security coordination officers for assignment and enables them to provide more effective support to their designated official and security management team.

That is why our discussions of Security Council reform are so important, and why there has long been an argument that the Security Council should be more representative.

Those are the security issues to which we believe the United Nations should be paying more attention.

That goal is to reform the Security Council to make it more democratic, legitimate, representative and effective.

The more we build our security and military capabilities, the sooner the multinational troops can go home.

Until the security situation became more stable, the Mission halted all new recruitment and redeployment of staff.
