The Human Rights Committee, for its part, adopted general comment No. 31 (2004) on the nature of the general legal obligation imposed on States parties.

My delegation reiterates once again its total and complete reservations regarding the 2005 summit outcome document (resolution 60 1), which has no legal or political validity for our delegation and therefore produces no obligation or mandate for the Republic.

UNHCR financial rule 10.5 defines ex gratia payments as those where, although no legal liability on UNHCR exists, the moral obligation is such as to make payment desirable in the interest of UNHCR .

First and foremost, we must insist that States implement their international legal obligation not to torture and to prevent others from torturing.

The proposed amendments to the Convention contained no explicit reference to the delicate balance established under the NPT and consequently further entrenched the unequal legal regime for nuclear weapon States under the NPT, contrary to their obligation to disarm.

Thus, the State party argues, no such obligation may be inferred from article 9.

For such activities, parents are under no obligation to give reasons for their requests.

(iii) Any amounts for which a legal or contingent obligation exists and which have not been recorded or reflected in the financial statements

In that connection, all Governments had a legal and moral obligation to educate women about the need to denounce the perpetrators of violence.

1.5 Paragraph 1 of the resolution requires that the legal obligation to report suspicious transactions should extend to all professions engaged in financial transactions.

First, all States should undertake a binding legal obligation to observe and respect international humanitarian law and refrain from and oppose genocide and war crimes.

There is no legal bar to such a choice.

7.3 As to whether the failure to provide the complainant with legal representation and with a copy of the committal order at the time of her committal and only after expiry of the deadline for lodging an appeal, amounted to arbitrary detention pursuant to article 9, the State party observes that there was no legal obligation to provide the author with legal representation at the time of examining by the Torun District Court.
