The seminars brought together policy makers, enterprises and experts from developing (and developed) countries to exchange experiences and best practices.

In the context of its special programme for Asia, the OECD has undertaken to develop a dialogue, involving member country experts and officials, policy makers and experts from emerging market economies, on the design and implementation of insolvency systems.

Under this item, the Commission will consider the report of the twenty first session of the Intergovernmental Working Group of Experts on International Standards of Accounting and Reporting (ISAR) and the report of the sixth session of the Intergovernmental Group of Experts on Competition Law and Policy.

Some experts called for more bilateral cooperation between relevant institutions in developing and developed countries with a view to fostering policy formulation and stronger innovation systems in countries concerned.

In their role as centres for policy dialogue subregional offices achieved only limited impact as the intergovernmental committees of experts were not always viable instruments for fostering such dialogue.

Many experts emphasized that, in light of the shift towards more knowledge based activities and increased internationalization of innovation activities, policy making aimed at attracting and benefiting from FDI in R D needs to treat the two policy areas in a holistic and coherent way.

An experts' retreat was sponsored by the Ministry of Planning in April 2004 to discuss potential population issues and policy implications for the Palestinian Authority vis à vis development needs.

A national workshop on competition policy for competition experts was held by UNCTAD and the Ministry of Commerce and Industry of Botswana on 5 and 6 February 2004 in Gaborone.

The Committee's experts will work closely with the experts of the other committees, making every effort to maximize synergies among the experts of all the committees.

These included the Panel of Experts on Somalia, the Analytical Support and Sanctions Monitoring Team on Al Qaida and the Taliban, the Panel of Experts on Liberia, the Group of Experts on the Democratic Republic of the Congo, the Group of Experts on Côte d'Ivoire, and the Panel of Experts concerning the Sudan.
