The most likely explanation for this public investment shortfall is fiscal constraints. And, indeed, debt and unfunded non debt liabilities increasingly weigh down public sector balance sheets and pension funds, eroding the foundations of resilient, sustainable growth.

Cleaning up high private sector debt and lowering public debt ratios by growth alone is particularly hard if a balance sheet crisis leads to an anemic recovery. And reducing debt ratios by saving more leads to the paradox of thrift too fast an increase in savings deepens the recession and makes debt ratios even worse.

The fact is that Greece had no right to borrow from German or any other European taxpayers at a time when its public debt was unsustainable. Before Greece took any loans, it should have initiated debt restructuring and undergone a partial default on debt owed to its private sector creditors.

The issue was not only the aggregate level of debt it was also a question of balance between private and public sector debt, their maturity structure, the level of contingent liabilities, reserve management and pursuit of macroeconomic policies consistent with development objectives.

Finally, once the crisis erupted, the fiscal consequences of bailing out too big to fail financial institutions contributed to rapid public debt unsustainability, which threatens to boomerang on the banking sector.

Indeed, history suggests that severe recession and socialization of private losses often lead to an unsustainable build up of public debt. The core issue is taxes. If public sector investment were to be increased with no rise in taxation, the budget cuts required elsewhere to avoid unsustainable debt growth would bein implausibly large.

To be sure, China overcame a similar challenge in its public sector from 1998 to 2001. It pursued growth boosting investment in infrastructure and real estate development to eliminate deflation, while maintaining artificially low interest rates to contain the rise of public debt.

History offers two clear lessons reducing public debt is incredibly difficult without growth, and increasing growth is incredibly difficult with a huge burden of public debt. So we face a twofold imperative securing growth while reducing debt.
