Debt write offs should be considered in the first instance.

In paragraph 66 of its report, the Board recommended that the Private Sector Division manage more proactively its accounts receivable, by systematically planning for remittances and write offs and by a thorough annual collectability analysis of all receivables.

A provision for a possible write off of this receivable is included in accounts payable.

It was write offs and devaluations, not austerity programs, that allowed bond prices to recover. In the Greek case, creditors have yet to accept the need for write offs, and European governments have provided them with no incentives to do so.

As matter of prudence and good practice, a general ledger reserve of 2.68 million (2005 budget) and 0.7 million (2004 actual) was set aside to cover any write offs that may arise once balance sheet reconciliations had been completed for imprest accounts, accounts receivable, fixed assets and project overruns.

The write off of losses of UNHCR property is governed by financial rule 10.7, which provides that the Controller may authorize such write offs, for amounts up to 10,000, after a full investigation of each case.

The decrease was mainly due to the fact that there were write offs and miscellaneous provisions of 10.5 million in 2003, compared to 2.7 million in 2004.

Because the analysis did not include subsidies, rebates, tax write offs, docks constructed at public expense, and costs for training and marketing, this estimate should be considered conservatively low.

But according to my calculations of Bloomberg data, just 1.12 trillion had actually been written off worldwide by February, 2009. This suggests that only a quarter of the necessary write offs have been realized.

In 2004, total expenditures (excluding write offs and reimbursements) amounted to 1,600 million, an increase of 9 per cent over 2003 and 3 per cent less than the financial plan forecast (see table 3).

This meant making trade offs.

While one appreciates pledges for more aid and recent declarations of debt write offs, many more developing countries need, more than anything else, to be able to also enjoy the benefit of export led growth.

In 2004, total expenditures (including write offs) amounted to 1,606 million, an increase of 127 million (9 per cent) compared to 2003 and a decrease of 43 million (3 per cent) compared to the financial plan.

Both sides have known throughout the tortuous negotiations of recent months that failure to reach an agreement would benefit no one. Greece s economy would contract even further, and its creditors would have to accept even larger write offs.

In the past, as in the case of the debt write offs for Egypt ( 29 billion), Jordan ( 1.4 billion) and Poland ( 2.7 billion), similar relief has been provided to support countries on the path to economic restructuring and resumed growth.

So you can now create one offs very easily.

This includes a receivable of 3,414,060 due from IAEA.

As fears of a sudden collapse of the eurozone have given way to a prolonged debate about how the costs will be met through bail ins and write offs, the IMF s position will become increasingly convoluted. Though the IMF is supposed to have seniority over other creditors, there will be demands to write down a share of the loans that it has issued.

After all, if one takes the average of estimates reported by reputable sources, the write off losses of the six crisis countries banks amount to about 670 billion. Participating in these write offs would put huge strain on the Eurosystem (the ECB and the central banks of the eurozone member states), which has only around 500 billion in equity capital.

Apart from the estimated uncollectable amounts, recorded under the provision for doubtful accounts receivable, we expect all significant accounts receivable at 31 December 2004 to be collected.

Now people have a natural intuition about these trade offs.

(a) The assignor has the right to assign the receivable

The monthly review of accounts receivable is currently being undertaken.

This includes contributions receivable in the amount of US 1,447,600.

In addition, a comprehensive review of the receivable and payable accounts is being conducted to prevent netting off of the accounts payable against the accounts receivable and vice versa.

The International Monetary Fund and the World Bank lead the chorus of traditional players eager to help, offering debt write offs and concessionary finance. But the stringent institutional reforms that they demand, while beneficial in theory, might not stabilize, let alone enhance, the development process.

(a) If payment in respect of the assigned receivable is made to the assignee, the assignee is entitled to retain the proceeds and goods returned in respect of the assigned receivable

Nevertheless, levels of ODA still fall short of the 0.33 per cent of the late 1980s, and the long standing target of 0.7 per cent.1 A significant aspect of this failure results from currency fluctuations, debt write offs and expenditures on security and emergency relief.
