G. Sensitization and Public Awareness of Refugee Issues

Areas of mutual concern, namely humanitarian and refugee issues, were addressed.

The second part to a training module on Human Rights and Refugee Protection (Human Rights and Refugee Protection Part II Specific Issues) was finalized and distributed.

These issues were addressed at a ministerial level regional meeting on refugee issues in the Great Lakes held at Kampala in May 1998.

Conferences on camp issues at all the centres led to the formation of a youth delegation to a general conference on refugee issues in September 1996.

They work on IDP and refugee cases and, in 2004, many of their cases were related to land issues.

His delegation therefore welcomed the Convention Plus initiative, which aimed to resolve refugee issues through responsibility and burden sharing.

He recalled the 1996 regional conference on refugee and migrant issues in countries of the Commonwealth of Independent States.

My Special Representative participated in the meeting, and the High Commissioner likewise participated in the discussion on refugee issues.

174. In 1997, UNHCR plans to open an office in Chisinau, Moldova, to help and raise awareness of refugee issues within the government institutions concerned with migration issues.

One of the issues to be considered was refugee integration, a possible durable solution that was all too often forgotten.

Women applying for refugee status were assigned female interviewers and interpreters, particularly if they were presenting claims involving gender specific issues, and, if necessary, were heard by female members of the Refugee Appeals Tribunal.

To this end, the Office participated in various seminars and conferences on refugee issues, organized refugee law and protection courses for government officials, implementing partners, academic institutions and NGOs in all regions of the world.

In the Gulf region, it supported the creation of a regional NGO network to strengthen civil society partnerships on refugee issues.

One of the most pressing issues arising from forced displacements in Africa was the need to protect refugee women and children.

In addition, UNHCR provides support to governmental administrative and legislative bodies to help them deal efficiently with migration and refugee issues.

23. Other more recent examples of international burden sharing have been based on promoting regional dialogue to improve cooperation on refugee issues.

The recent announcement by the Executive Director of WFP on strengthening the Programme's organizational capacity to deal with refugee issues is very welcome.

Since refugee issues were the responsibility of the international community, States must cooperate in order to ensure the voluntary repatriation of such persons.

Although many countries respected the various instruments and protocols on the question, a lack of trust still prevailed with regard to refugee issues.

In the Middle East, a joint plan of action with the League of Arab States included training on refugee issues, promotional activities and advocacy.

Canada encouraged the Organization to raise awareness of protection issues among its staff, and trusted that UNHCR would assign more staff to refugee protection.

UNHCR has seized the opportunity offered by the democratization process to raise awareness on human rights and refugee issues and influence government policies accordingly.

III. REFUGEE SECURITY AND THE CIVILIAN CHARACTER OF REFUGEE CAMPS

Any discussion of such issues as refugee status, refoulement, decolonization, self determination and the movement of populations would clearly exceed the scope of the topic.

Actions were proposed on race related issues such as social and economic inequality, rights of indigenous peoples, languages, refugee and migrant settlement and cultural diversity.

The resolution of refugee and returnee issues is a major priority for the revised IGAD, and UNHCR will extend its full cooperation for initiatives taken.

The rise of populism had led to a systematic and wilful confusion in public opinion over security problems, terrorism, migrant flows and refugee and asylum issues.

In Liberia, a network of child protection agencies addresses issues relating to refugee, internally displaced and some other Liberian children, including those associated with fighting forces.

In addition, training programmes had been carried out for the staff of migration authorities and there had been campaigns to promote public awareness of refugee issues.

Special care for refugees structures and independent social services, state agreements to be signed, unescorted minors and underage refugee issues to be included in the 2006 UN General Assembly agenda and financial support for refugee host countries with proper means for appropriate fund allocation

The critical state of the peace process and the concomitant lack of progress towards resolution of issues, including the refugee problem, made it increasingly likely that the refugee population would continue for the foreseeable future to rely on the international assistance provided through the Agency.
