A good regulatory framework, including enforcement measures, needs to be established in order to develop a capital market.

Obviously, we work with exchange actors, and as we're developing the exchange market itself, we're also developing the regulatory infrastructure and legal framework, the overarching legal framework for making this market work.

Europe also has much to gain from ongoing financial integration with the eventual goal of a truly pan European financial market. Greater market access, market reform, and efforts at regulatory harmonization including those under the EU's Financial Services Action Plan should help advance this trend.

Such negotiations tend to result in deeper market access and higher regulatory standards than negotiations at the multilateral level, and therefore could have implications for developing countries.

The global economy s most powerful growth engine does not need simply more market. It needs a stronger regulatory framework to ensure that its markets maximize efficiency and social welfare.

It must be recognized that regulatory reform entails adjustment costs and necessitates regulatory capacity and institution building, technical assistance and capacity building in this regard.

It is time for China s leaders to recognize that its regulatory framework and, in particular, its approach to regulating the capital market is no longer tenable, and to pursue a major regulatory restructuring.
