At its fifth session, the Committee, by decision 1 (V), adopted rule 64 (previously provisional rule 64 A).3

Hence, I would treat today's decision as limited to the facts and parties before us, and its rule as worthy of examination in a more comprehensive fashion at a later date.

The Committee may revoke its decision that a complaint is admissible in the light of any explanations or statements thereafter submitted by the State party pursuant to this rule.

The unwritten rule in Europe seems to be that, the more depoliticized the process, the more legitimacy technocrats can earn. Conversely, whenever politics gets in the way of a decision, bureaucrats lose credibility.

Each question pertained to a Rule, and beneath each Rule was a checklist pertaining to the implementation measures.

It could be analysed (a) in a positive sense, as a rule or a principle with a regional sphere of validity in relation to a universal rule or principle or (b) in a negative sense, as a rule or a principle that imposes a limitation on the validity of a universal rule or principle.

Rule number three have a plan.

It's a rule for changing rules.

They needed to make a decision an immediate decision.

The decision to vote means a decision for history.

If the Meeting of States Parties decides not to endorse the amendment, the unamended rule, or any rule that the Meeting of States Parties decides to adopt in its place, shall become effective as of the day on which the Meeting of States Parties takes that decision.

In short, this is to practise what the Secretary General has himself preached to establish the rule of law in the Secretariat, with transparent rules and decision making procedures.

And then finally, I take a rule, and move the rule to a date line which then tells me the time here.

The Committee urges the State party, in accordance with rule 112, paragraph 5, of its rules of procedure, to inform it, within 90 days from the date of the transmittal of this decision, of the steps taken in response to the decision expressed above.

Is that a rule? I don't know.
