Training Iraqi security forces to take over primary responsibility for security is critical.

Minimum operational security standards and training were fundamental.

During the reporting period, 545 international staff members attended this compulsory security awareness induction training.

26.10 The United Nations Security Coordinator coordinates and monitors the planning and implementation of inter agency security and safety programmes, including all training.

To this end, Denmark is a major contributor to training and assistance in the security field.

Officers from the National Security Service regularly participate in training courses organized by different international organizations.

An interactive introductory training module on Security Risk Management has been incorporated into the new United Nations staff training course on CD ROM entitled Advanced security in the field , which is currently in production and is scheduled for release in late 2005.

These activities address the recommendation of the Inter Agency Security Management Network that designated officials be provided with mandatory security training and briefings prior to their assignment.

The resulting enhancement of United Nations security strategies and training of personnel, including in the field, were crucial.

To date, UNAMSIL police have provided training to some 4,000 police personnel, covering such areas as basic police training, training of trainers, computer literacy, human rights, airport security, driving, election monitoring, family support, criminal intelligence, policing diamond mining and cross border activities, as well as middle and senior management training courses.

Security involves more than tangible, preventive measures, and in that spirit the Organization funded and implemented training for 40 designated senior officers responsible for security at their duty stations and their security management teams.

The multinational force also provides assistance in building the capacity of the Iraqi security forces and institutions through recruiting, training, equipping, mentoring and monitoring, and provides security for the United Nations.

Furthermore, security awareness training for the staff at large will be enhanced. The inspection, maintenance and upgrading of all security and safety physical structures will continue to be given high priority.

Turning to progress in training the Iraqi security forces, the Iraqi Government, working with the Multinational Force, has identified a force structure to meet Iraq's needs for internal and external security.

Security sector reform must include specialized sensitivity training programmes for law enforcement personnel on the issues of international human rights, the Geneva Conventions, community based security measures and peace building norms.

Training for this intervention takes place on an ongoing basis in the form of joint exercises in border security (peaceful operations).

ICAO had already produced eight aviation security training packages which were being sold and distributed in the international civil aviation community.

This issue continues to hinge on the training of some 600 security auxiliaries drawn from within the ranks of the FN.

In addition to training Iraqi security forces, the multinational force continues to conduct the full spectrum of military operations in order to contribute to the maintenance of security and stability in Iraq.

In the meantime, considerable progress has been made in training of the Congolese National police who will provide security for the elections.

The Ministry of Public Security also plans to organize training sessions addressing the Optional Protocol specifically in the first half of 2005.

SENASP is also investing in training of experts in public security, through specialization courses that include human rights as a transversal theme.
