Service Module 2 Investment and technology promotion

28G.23 This subprogramme encompasses the Information Technology Service and the Support Services Service.

The structure of the Information Technology Service Division remains unchanged.

How can technical manpower and technology related service providers be attracted?

24.26 This subprogramme is the responsibility of the Information and Communications Technology Service.

For starters, technology is making even many service jobs tradable, enabling them to be offshored to Asia and other emerging markets. And, eventually, technology will replace manufacturing and service jobs in emerging markets as well.

The pre eminent outputs of the technology promotion and diffusion component of this service module include

The Service takes a service oriented approach in its overall operation and in the development and maintenance of high standards of information technology stressing timeliness, efficiency, cost effectiveness and quality.

Two additional posts (1 P 4 and 1 P 3) are requested for the Communications and Information Technology Service.

In 1987, ERSI was inaugurated as a service centre to spearhead advances in the use of remote sensing and GIS technology.

It is essential that consultancy and technology related service providers be allowed to move freely, with limited restrictions, across developing countries.

The Information Technology Service of the Division for Management continues to provide substantive information management services for all UNODC information owners.

(n) Establishment of eight United Nations Volunteers positions (four Telecommunications and four Information Technology Technicians) and eight national General Service staff (four Telecommunications and four Information Technology Assistants) in the Communications and Information Technology Section, Division of Administration (A 59 748, para. 18 (g))

This service enables developing countries to get the institutional infrastructure for technology right in order to efficiently translate productive capacity into growth.

The United States General Services Administration provided such services, through its Rocky Mountain Regional Office (Region 8) of the Federal Technology Service.

The conversion of a General Service (Other level) post is requested for the Information Technology Unit for the performance of production control functions.

The decrease in post requirements ( 128,100) reflects the abolition of one General Service (Other level) post, as a result of investment in technology.

A public private partnership approach that has allowed for rapid service expansion is franchising, wherein a large national company licenses its sanitation service delivery model and associated technology and management system to local entrepreneurs who become franchisees.

UNIDO will continue to expand the regional programme on technology foresight, which has become a service of high demand in the region to support the formulation of technology policies and strategies that guide the development of the technological infrastructure, and to provide incentives and assistance to enterprises in technology management and technology transfer, leading to enhanced competitiveness.

(b) The Investment Management Service therefore requires a dedicated information technology staff specialized in financial applications and communications, with expertise in response time requirements.

28F.27 The Information Technology Service and the General Support Section of the Division for Management are responsible for the implementation of this subprogramme.

Following the integration of information technology and human resource functions into the Division of Management at the United Nations Office at Vienna, these three posts (1 P 3 and 1 P 2 in the Information Technology Service and 1 General Service (principal level) in the Human Resource Management Service) have already been redeployed so as to be properly reflected under Administration, Vienna, in line with the functions carried out during the 2004 2005 biennium.

Two previously separate services, the Information Technology and Telecommunications Service (ITTS) and the Management Systems Renewal Project (MSRP) were integrated to form the new Division.

As a cross cutting service, technical assistance is also provided for developing the agricultural machinery manufacturing sector by establishing rural technology centres for technology transfer and appropriate repair and maintenance of basic agricultural tools and agro processing equipment in rural areas.

The Information Management Systems Service is responsible for all information and communication technology (ICT) related to the Fund, including information systems, computer operations and database administration.

An Administration Unit, headed by an Administrative Officer (P 3), and staffed with a Finance Officer (P 3), a Communications Officer (Field Service), an Information and Technology Officer (Field Service), a communications assistant (General Service (Other level)) and six local level staff, will provide administrative and logistical services in support of UNPOS substantive activities.

Cautious parents seek agents to select their employees and technology to monitor them as they work. So, to find out about the reputation of service providers, we need still more service providers ratings and surveys and agents to tell us about agents.

The areas of innovation are also varied, including human resources development and management, public service delivery, information and communication technology (ICT) applications in government operations, decentralization, etc.

The Division has redefined the terms of reference of its Information and Communication Technology Service Unit to include responsibilities for quality assurance, continuous improvement and risk management support.

In addition to the technology related services provided under this service module, UNIDO recently established an Emerging Technologies Group (ETG) to oversee the Organization's programme of assistance to client countries in the areas of information and communication technology (ICT), biotechnology and hydrogen energy technologies.

The Information Technology Service has reviewed the information technology technical staff requirements in relation to the maintenance of field office services and provision has been made, through redeployment within the field office budget, to cover for 10 specific offices where such technical personnel are needed.

Other initiatives exploring opportunities in emerging sectors such as tourism, mass media, health and education, environmental conservation, the service sector and information and communication technology are also being implemented.

Specifically, the Director is responsible for all staff of the Service, including those in its front office, and in its investment, information technology, operations and risk and compliance areas.

(a) Maintain and support the information technology infrastructure and operating environment of the Information Management Systems Service, including new technology deployed as a result of the re engineering projects, namely, knowledge management, workflow upgrade, ethernet migration, security systems, Web enablement, data warehouse and data collection initiatives

28G.24 The Information Technology Service is responsible for the administration of the communications infrastructure systems, including Internet services, at the United Nations organizations, and operation of the communication systems.

3. Notes that the Board requested the Fund to continue its efforts to consolidate the information technology services of the secretariat of the Fund and those of the Investment Management Service

The joint high level session of the World Association of Investment Promotion Agencies (WAIPA) with UNCTAD's Commission on Investment, Technology and Related Financial Issues focused on attracting FDI in service clusters.

The Information Technology Services Division and the Procurement Service of the Office of Central Support Services have taken action to ensure that all aspects of agreements with third parties are adequately controlled.

The design and implementation of the database will be performed by the Communications and Information Technology Service of the Office of Mission Support of the Department of Peacekeeping Operations, using existing resources.

(a) The Investment Management Service requires a detached information technology infrastructure given the nature of its financial functions, its fiduciary responsibility and the highly confidential and time sensitive data with which it deals.

Four Professional posts (one each for the Information Technology Service, the Programme and Financial Management System (ProFi), the Advocacy Section and the Office of the Executive Director) are added under management and administration.

( ) Non liner service means any maritime transportation service that is not a liner service.

28F.28 The Information Technology Service provides information and communications support for all secretariat units located at the Vienna International Centre, as well as for UNODC field offices and for Member States, where applicable.
