9. Settlement expansion in the West Bank appears to be occurring not only in those areas within easy commuting distance of Jerusalem and the Tel Aviv metropolis, but also in the rural, isolated outposts throughout the West Bank.

Settlement activities have been accompanied by disturbing information concerning plans to establish permanent links between several West Bank settlements, particularly in East Jerusalem and its environs.

We observe with concern the division of the territory of the West Bank as a result of the construction of the barrier, continued settlement expansion and the increasing isolation of East Jerusalem from the rest of the West Bank.

While the question of Jewish settlement in the West Bank and Gaza, and even the Israeli presence in the occupied territories, are controversial matters within Israeli society, there is no dispute concerning Jerusalem and the legitimacy of its settlement from the Israeli standpoint.

On the other hand, on 10 July, buildings in the West Bank settlement outpost of Amuna were evacuated voluntarily after a petition against the settlers living there.

At a settlement called quot Ariel quot , which is located in the West Bank, Mr. Netanyahu declared, quot We are building and will continue to build quot .

It is important that the international community not permit Israel to use prevarication and procrastination to distract it while completing its colonial settlement plan for the West Bank.

On 24 November, the Israeli press reported that Housing Minister Yitzhak Herzog published tenders for an additional 350 housing units in the West Bank settlement of Ma'ale Adumim.

7. On 8 January, the Palestinian Authority condemned Israel s announcement of the expansion of the Efrat settlement in the West Bank through the addition of 600 housing units.

In another incident, a settler shot and killed a Palestinian man (see list) who had stabbed him with a knife in the Eli settlement in Samaria (West Bank).

The hopes raised by the announcement of Israel's withdrawal from Gaza were disappointed by its continuing policies concerning the settlement of the West Bank and the construction of the wall.

On 18 April 2005, the Israel Lands Authority announced that tenders had been issued for the construction of 50 homes in the West Bank settlement of Elkana , south of Qalqilya.

As I witnessed during my visit to the region, the combination of settlement activity and barrier construction is creating new and significant facts on the ground in the West Bank.

In addition, most of the construction was carried out by the settlement branch of the Council of Jewish Communities in Judea, Samaria (West Bank) and Gaza for non profit purposes.
