A New York based firm, the Assura Group, has been working for four years on a plan to launch privately issued supplemental unemployment insurance to anyone. Their policies would piggyback on US state unemployment insurance programs, allowing Assura to avoid getting into the monitoring business.

Indeed, there is no market for other kinds of recession related insurance provided by the government, such as unemployment insurance, old age insurance, or disability insurance. Instead, the government merely sets an insurance premium and forces everyone to pay it.

For example, people who suffer the most adversity can fall back on an explicit social safety net a minimum level of unemployment insurance, for example. In the United States in recent years, federal and state legislatures prolonged unemployment benefits as joblessness persisted.

In addition to the State Pension Insurance Act, the Funded Pensions Act has been in force since 2004, with the purpose of creating the opportunity for persons who have made contributions to a funded pension to receive additional income besides the state pension insurance after reaching retirement age.
