During the biennium, the programme placed particular attention to supporting collaboration on the priority substantive and thematic aspects.

The Bonn Declaration identifies specific thematic and sectoral areas that it regards as priority strategic areas for action during the decade 2001 2010.

The new human rights body should accord priority attention to global thematic human rights issues in the context of combating poverty, racist and nationalist movements and terrorism.

The meeting agreed on priority areas for developing regional scientific cooperation, on establishing regional thematic networks, and on organizing regional technical workshops on promoting the exchange of technologies and know how, by using existing regional training and reference centres.

Particular attention has been given to supporting collaboration on the priority substantive and thematic aspects particularly at the subregional and regional levels, the development of synergistic implementation at the national and local levels, and the facilitation of partnership building.
