Venezuela's international policy was based on a new concept of economic, financial and trade diplomacy and the introduction of regional bloc policies which defended sovereignty against hegemonistic aspirations.

Mr. Hariri and his parliamentarian bloc voted in its favour.

But, in South America, the rhetoric of trade integration has often been stifled by the harsh reality of protectionism. Fortunately, with the consolidation of a free trade bloc among the Pacific Rim countries home to 215 million people and accounting for 37 of Latin America s GDP this is changing.

It is not for them to denounce treaties generally, en bloc.

Greece exports refined petroleum products, olive oil, raw cotton, and dried fruit. Argentina exports corn, soybeans, fruits, and wine as well as cars and auto parts to the rest of the regional Mercosur trade bloc, where it enjoys ample tariff protection against third country competition.

In reality, the one thing that non democratic regimes can never tolerate is independent workers organizations. That is why trade unionists were the first through the gates of Dachau, and why Poland s Solidarity movement posed an existential threat to Communist power throughout the former Soviet bloc.

(ii) advancing Asian and Pacific economic integration as a building bloc of the multilateral trading system and the global economy

At the centre of this power bloc one man stood as its perceived architect the former Prime Minister, Rafik Hariri.

Surveys indicate that the Irish are strong supporters of EU membership and the integration process. The problem is that these favorable attitudes vary considerably in intensity and constitute a soft bloc of support for the EU in the 2008 referendum, this soft bloc crumbled in the final week of the campaign.

While the two main currencies of the day were slugging it out, France headed a European gold bloc of countries whose currencies became increasingly overvalued against both, until the bloc collapsed in 1936. A world economic conference, convened in London in 1933 to end the currency war, adjourned without reaching any decision.

Substitute China for Britain and today s eurozone for the gold bloc and the trend of events today has the same ominous feel.

America wants to conclude as many free trade agreements in the region as it can, while Brazil favors expanding its custom union, Mercosul Mercosur. The entrance of Venezuela into the Brazilian bloc, Brazilian leadership at the United Nations mission in Haiti, and Brazil s role in the Honduran affair are all part of this emerging competition.

What is more, the human rights instruments never appear as a bloc or a coherent whole, but rather as random items on a shopping list .

The ultimate objective willould be to advance Asian and Pacific economic integration as a building bloc of the multilateral trading system and the global economy.

Such coordination could begin by linking the various currencies in the region in a common bloc, floating vis à vis the rest of the world.

Given the distribution of seats in the Parliament, a constitutional amendment required the support of Mr. Hariri's bloc, a support he was unprepared to lend.

This power bloc was independent from, if not hostile to, the Syrian influence and seemed confident of winning a clear majority in the upcoming elections.

It was that you knew you had to, because, in the late 1940s, country after country in Central Europe was falling into the Soviet bloc, and so you knew you'd no choice.

The bloc was going places or so it seemed. But seven years, seven summits, and one new member (South Africa joined in 2010) later, the significance of the BRICS remains hotly debated.

It will assist all Member States in assessing how best to ensure that critical human rights work not be hamstrung by bloc voting or by those States that systematically violate human rights.

The issue is not free trade versus protectionism, but smart trade versus polarizing trade. Smart trade creates balanced development, while polarizing trade rewards a small circle of winners at the expense of the many.

The international community must fully rid itself of confrontational and bloc oriented thinking, the desire to monopolize and dominate in international affairs and attempts to divide States into the leaders and the led.

The free trade area foresees free trade in manufactured goods and a progressive liberalization of trade in agricultural products.
