J. Developments in the negotiations by the World Trade Organization Committee on Trade and Environment (decision XIV 11) Since the commencement of negotiations in 2002, the Committee on Trade and Environment of the World Trade Organization (WTO) in its Special Sessions has held 13 formal and several informal meetings.

The secretariat has continued to cooperate with the World Customs Organization and the Committee on Trade and Environment of the World Trade Organization.

The Committee urges the State party to amend the Trade Union Act to allow workers to form independent trade unions outside the structure of the All China Federation of Trade Unions.

(a) Providing substantive servicing to the Commission, the Committee on Managing Globalization and the Subcommittee on Trade and Investment on issues relevant to trade and investment

The commission participates in the work of the ICFTU (International Confederation of Free Trade Unions) Women's Committee.

In 2004, the European Trade Union Confederation created the first ever permanent trade union committee on sustainable development, which has since become a model for other regional bodies to follow.

Operation of a Permanent Committee for the Protection and Assistance of Victims of Human Trade The Permanent Committee for the Protection and Assistance of Victims of Human Trade of Article 9, Presidential Decree 233 2003 is going to operate with a new, substantial role.

Article 10 of General People's Committee for Economy and Trade Decree No. 2 of 1981 provides as follows

The Second Committee had taken up a number of issues relating to trade, finance, globalization and poverty eradication.

(i) Technical Committee on Liberalization of Foreign Trade and Economic Globalization in the Countries of the ESCWA Region

Expresses its appreciation to the COMCEC Coordination Office and the Islamic Centre for Development of Trade for performing in an excellent manner their role as the Secretariat of the Trade Negotiating Committee under the Framework on Trade Preferential System among Islamic Countries.

The operation of the Trade and Development Board should be improved and its joint meeting with the Second Committee on the General Assembly's agenda item on trade and development should be revived.

The Ozone Secretariat's request for granting observer status to the WTO Committee on Trade and Environment is still pending.

The seven intergovernmental committees are (a) the Statistical Committee (b) the Committee on Social Development (c) the Committee on Energy (d) the Committee on Water Resources (e) the Committee on Transport (f) the Technical Committee on Liberalization of Foreign Trade and Economic Globalization in the countries of the ESCWA region and (g) the Committee on Women.

In the WTO Committee on Trade and Environment, the chairman has encouraged WTO Members to draw up lists of EGs.

Noting the continuing dialogue in the Committee on Trade and Environment of the World Trade Organization on the provisions of the Agreement on Trade related Aspects of Intellectual Property Rights,See Legal Instruments Embodying the Results of the Uruguay Round of Multilateral Trade Negotiations, done at Marrakesh on 15 April 1994 (GATT secretariat publication, Sales No. GATT 1994 7).

The Committee recommends that the State party remove from its legislation any unjustified registration requirements and grounds for dissolving trade unions.

The Committee regrets the State party's prohibition of the right to organize and join independent trade unions in the State party.

The Committee on Trade and Environment in its special sessions has yet to engage in a substantive discussion of proposed outcomes.

At the last meeting of the Committee on Trade and Environment in special session, held on 15 and 16 September 2005, the Committee focused on the mandate contained in subparagraph 31 (iii).

One representative said that the Conference should advise the Chemical Review Committee to give priority to chemicals that were in international trade.

The committee has organised trade union seminars for women belonging to member organisations representatives of the EAKL have also attended the seminars.

At the request of the Committee, the UNCTAD secretariat reported on its work to the Special Sessions of the WTO Committee on Trade and Environment (CTESS), held in April and in October 2004.

It also had before it a note by the secretariat on secretariat arrangements (UNEP FAO RC COP.2 INF 4), which contained copies of correspondence between WTO and the secretariat and a copy of a report by the Chair of the Committee on Trade and Environment in special session to the WTO Trade Negotiations Committee.

Part 3 of Annex IV does not list international trade as an item on which the consideration of Chemical Review Committee is required.

Also, trade facilitation and challenges faced by landlocked developing countries in the context of intra African trade were the focus of the fourth session of the Committee on Regional Cooperation and Integration, held in March 2005 in Addis Ababa.

The Chemical Review Committee considered the working procedures for the determination of ongoing trade in chemicals (UNEP FAO RC CRC.1 8) and noted that the procedure had worked well for the Interim Chemical Review Committee.

The Committee appreciates the establishment of trade unions in 2002 for the first time in Bahrain as well as of cultural associations composed of foreigners.

The European Trade Union Confederation has established a permanent trade union committee on sustainable development, with climate change as a major focus, to undertake a major study of employment impacts of climate change, identifying strategic policy avenues for job creation and environmental protection.

The World Trade Organization is now disseminating trade profiles of economies combining trade flows with trade policy information sourced from within the World Trade Organization and other organizations and OECD has developed a prototype on trade indicators (trade plus production, employment, investment, etc.) linking standardized information from various OECD databases to trade data.

In its deliberations on this matter, the Committee on Trade and Environment in its special sessions focused on clarifying the concept of so called environmental goods .

Priority three International trade and trade facilitation

15. Encourages Member States that are members of the World Trade Organization to support the request by the Executive Secretary for observer status at the meetings of the Council for the Agreement on Trade related Aspects of Intellectual Property Rights and the Committee on Agriculture

The joint communiqué of 25 September 2005 of the Development Committee of the World Bank and the IMF reinforced the need for increased aid for trade to address supply side constraints and enhance the capacity of developing countries to take advantage of expanded trade opportunities.

Warning of an all out trade war if the sanctions go forward, US Trade Representative Susan Schwab argues that green trade sanctions would violate World Trade Organization rules. In a recent letter to the House Energy and Commerce Committee, she wrote, We believe this approach could be a blunt and imprecise instrument of fear, rather than one of persuasion, that will take us down a dangerous path and adversely impact US manufacturers, farmers, and consumers.

(iv) World Trade Organization (WTO) WTO Trade Facilitation

Adjustment, support to trade and trade related shocks

Drawing on the conclusions of the meeting of the Task Force on International Merchandise Trade Statistics (Rome, 16 18 April 2002) the ESCWA Statistical Committee recommended that the region's statistical capacity in the area of international merchandise trade be improved, particularly in the areas of trade classification, production of price indices for imports and exports and registering of e commerce.

In this context, it was suggested that the operation of the Trade and Development Board should be improved, and the link between the Board and the General Assembly on trade and development issues should be strengthened through, inter alia, a revival of the joint meeting between the Board and the Second Committee on the General Assembly's agenda item on trade and development.

The issue is not free trade versus protectionism, but smart trade versus polarizing trade. Smart trade creates balanced development, while polarizing trade rewards a small circle of winners at the expense of the many.
