C. Treasury management

The UNHCR Treasury makes the decisions on investment and cash management.

Seven of the eight recommendations relating to treasury management have been implemented.

UNHCR, through a fully fledged treasury information systems to be developed during the course of 2006 2007, will be able to automate the main treasury cash management functions and to integrate global cash inflows and outflows, treasury risk management, investments and foreign exchange applications.

Objective 3. Update the Unit's operational, cash management treasury and internal control procedures.

General description The Major Programme provides direction and management for six programmes Human Resource Management, Financial Services, Information Network and Knowledge Management Services, Procurement and Logistics Services, Legal Services and Buildings Management.

The services include personnel services (recruitment and administration of headquarters staff and international field staff) financial services (budgets, payroll, general accounting, treasury and expenditure approval) and general services (office space, building management, communications, mail and messenger service, issuance of official documents, travel and transportation assistance, support to central local area network computer services and e mail and Internet access).

As at March 2005, Treasury management was periodically reviewing the delegated levels of authority.

Treasury is working with the Information Technology Services Division to put the reports on the Nucleus system.

Service level agreements with UNFPA for services (Executive Board support, legal services, Treasury, finance Comptroller and travel) were signed in the fourth quarter of 2004.

The remainder covers the cost of the provision of audit, payroll, investment, and treasury and accounting services by UNOG.

The major audit observations (61 per cent) are in the following key areas financial management (18 per cent) audit management (14 per cent) Information and communications technology (ICT) management (10 per cent), treasury management (10 per cent) and procurement management (9 per cent).

The development would also entail building Management Systems Renewal Project interfaces to banking platforms and producing standard treasury control reports.

Major Programme G provides a number of specific programmes to meet the full range of administrative needs of UNIDO, including human resource management, financial services, procurement and logistical services (formerly referred to as General Services), legal services, and information and knowledge management, as well as the overall direction and management of these services.

UNFPA has implemented a process of monitoring transactions, developed for UNFPA by UNDP, in the areas of Treasury, investments and cash management.

Common and joint buildings management services are fully described under Major Programme H Buildings Management.

The proposals related to specific sections such as health services, waste management services or information products.

General description The Programme will carry out management and coordination functions in order to provide adequate service in the areas of human resource management, including implementation of staff training programmes to all UNIDO staff, financial services, including implementation of technical cooperation projects, procurement and logistics services, legal services, and other administrative services, including buildings management.

The Common Services Management System is a result tracking and management system developed specifically for inter agency common services arrangements, enabling country teams, regional teams, Regional Director teams, UNDGO and the UNDG Management Group to monitor individual country common services arrangements, using both quantitative and qualitative indicators.

Accordingly, the Administration contracted the services of a programme management firm on 4 October 2004 to oversee the management of design and construction documentation services, among other things.

It believed that economies could be made in areas such as management, general services, travel, and consulting services.

Treasury is in the process of implementing a cash management tool which will facilitate the forecasting of cash outflows in an accurate and timely manner.

(iv) Treasury

The Department of Management is solely responsible for activities covered by subprogramme 1, Management services and administration of justice.

Consulting services now include project management, UNIX administration in Geneva, system administration in New York and help desk services.

An overall review of treasury operations will involve other offices away from Headquarters and cover not only investment matters but all other aspects of cash management.

Market access, road services and natural resource management must also be developed.

A provision of 10,191,900 is made for contractual services for portfolio management.

23.73 Programme support services are provided by the Administration and Management Service.

The effect of this new results based management requirement was the implementation of new provisions amending the Act respecting Health Services and Social Services, which introduced management and accountability agreements between the department and the Local Health and Social Services Network Development Agencies.

Moreover, the United Nations Office at Geneva (UNOG) continues to provide the secretariat with administrative support services relating to treasury and payroll on a cost reimbursement basis.

(c) Enhancement of the Investment Management Service through the addition of five new posts, indexed management costs, including the costs of transition management services, and consultant costs

The Information Technology Service of the Division for Management continues to provide substantive information management services for all UNODC information owners.
