Chinkin notes, however, that the Court's strong language may have been influenced by the fact that the Treaty of Versailles specifically declared the Canal free and open to the vessels of commerce and of war of all nations at peace with Germany on terms of entire equality. To answer that question, we should consider not just the 1815 Treaty of Vienna, but also the 1648 Peace of Westphalia and the 1919 Treaty of Versailles, each of which in its own way brought to an end a bloody chapter in European history.

The examples of such treaties include the Convention Instituting the Statute of Navigation of the Elbe (1922), the provisions of the Treaty of Versailles relating to the Kiel Canal (1919), the Convention regarding the Regime of the Straits (Montreux) (1936), the Panama Canal Treaty (1977) and the Treaty concerning the Permanent Neutrality and Operation of the Panama Canal (1977).

Europe, Russia, and the US must finish the unfinished war. Then, perhaps in 2019, the year that will mark the 100th anniversary of the Treaty of Versailles, we may finally bid farewell to the twentieth century.

Widespread bankruptcy and unemployment increased social tension, ultimately making normal democratic politics impossible. In Germany, the epicenter of democracy s collapse, radicals on both the right and the left raged against the postwar peace settlement and the Versailles Treaty.

By contrast, as Henry Kissinger has argued, the victors in World War I could neither deter a defeated Germany nor provide it with incentives to accept the Versailles Treaty. Instead, they imposed harsh terms, hoping to weaken Germany permanently.

So I took this system to a trade show in Versailles near Paris in late November 1990.

Wilson was unable to get the Treaty of Versailles to reflect his fourteen points fully, although it did include several of them, including the establishment of an association of states that proved to be the forerunner of today s United Nations. But Wilson then failed to get the US Senate to ratify the treaty, which included the covenant of the League of Nations.

Writing in The New York Times earlier this month, Paul Schroeter, an emeritus professor of history, argued that open diplomacy is often fatally flawed, and gave as an example the need for secret negotiations to reach agreement on the Treaty of Versailles. Since the Treaty bears substantial responsibility for the resurrection of German nationalism that led to the rise of Hitler and World War II, it has a fair claim to being the most disastrous peace treaty in human history.

But a modern tourist going around the palace of Versailles and looking at Louis XIV's pictures, he has 498 people doing his dinner tonight too.

Moreover, it is hard to imagine that if Wilson s proposals had formed the basis of the peace, and set the tone for all future negotiations, the history of Europe in the twentieth century would have been worse than it actually was. That makes the Treaty of Versailles a poor example to use to demonstrate the desirability of secrecy in international negotiations.

In 1951, a California Appeals Court held in In re Meyer's Estate that the First World War did not abrogate reciprocal inheritance provisions in the Convention of 1827 between the United States of America and the Free Hanseatic Republics like the Reardon Court, this Court argued that the clear language in article 289 of the Treaty of Versailles, stating that all treaties not subject to notification by the United States of America are abrogated, did not apply.

In order to enhance cooperation and dynamic dialogue, special procedures mandate holders could attend treaty body sessions, and treaty body members could observe sessions of other treaty bodies.

Treaty actions may be undertaken with regard to any treaty deposited with the Secretary General in addition to the 32 treaties being highlighted at this year's treaty event.

After my return to Washington, I had a dinner with an American politician who had just visited Saint Petersburg. As a special honor, his Russian hosts organized an excursion to Strelna, the Russian Versailles, which was recently restored from ruin to become the Petersburg residence of President Vladimir Putin.
