There is no denying that advanced democracies largely failed to preempt the financial and sovereign debt crises, while most emerging economies pursued better economic policies. How can modern Western democracies impose strict fiscal discipline?

This summer, however, Orbán struck an entirely different note. He delivered a speech in favor of what he called the illiberal state, offering five examples of successful systems that are not Western, not liberal, not liberal democracies, and perhaps not even democracies.

Western capitalism s model of a society based on near universal affluence and liberal democracy looks increasingly ineffective compared to the competition. They regarded Western democracies as weak unwilling or unable to respond to their evil extremism. And they expected Muslim communities and countries around the world to rise up and mobilize behind their millenarian worldview.

International relations theorists since Immanuel Kant have held that democracies rarely (if ever) fight one another as a result, political leaders, such as US President Woodrow Wilson, have tried to promote democracy as a means to spread peace. Until recently, the US seemed to have assumed that China s engagement with Western democracies would bolster peaceful ties.

And yet, even as Western democracies seem least able to act, more will be required of them. None of the countries that Orbán cited in his speech has offered an alternative vision of world order.

The sheer nihilistic irrationality of terrorism strains and tests our own beliefs like nothing else can. Yet the terrorist blows inflicted on New York, London, and Madrid over the past decade have not shaken Western democracies.

Our democracies rely on elections.

Three Paths for Indebted Democracies

AMSTERDAM Western Europe s small democracies have, on the whole, been exceptionally fortunate. Freer and richer than almost anywhere else in the world, countries such as Holland, Belgium, and Switzerland would seem to have little to worry about.

The first relates to strengthening democracies.

LONDON Among the most chilling developments in the rise of the Islamic State is that so many citizens of Western countries have joined the group s ranks, becoming suicide bombers and beheading hostages. Why do hundreds of Muslims, many of them educated and from middle class backgrounds, leave comfortable Western democracies to join a brutally barbaric movement?

In other words, the international order is becoming more pluralistic. The task for established Western democracies is to accept and cope with such democratic differences on the international level, and to seek multilateral coalitions to manage or solve problems.

Nor is its effect on established democracies straightforward. While democracies have arguably become more vibrant, their politics have become more volatile.

BUDAPEST The re run of the Greek parliamentary election on June 17 is only the latest symptom of the most serious crisis to plague Western democracies and open societies since the 1960 s. Liberal democracies in the West today are struggling to avoid and in doing so are exacerbating a crisis of identity, which puts the existing social contract at risk and threatens their implosion.

Modern democracies share at least seven preconditions

The second reason is more fundamental the waning sense of purpose and conviction that characterizes Western democracies today. Whereas, say, Presidents John F. Kennedy and Ronald Reagan clearly confronted the Soviet Union in their speeches at the Berlin Wall, a succession of Western leaders has spoken in nods and winks about the crisis in Ukraine and China s aggressive stance toward its neighbors.

A similar tension exists in the effort to create international Internet governance norms. While authoritarian countries like China and Russia seek information security, including the kind of overt censorship that would be prohibited in countries like the United States, Western democracies pursue cyber security.

The report, Child Well Being in Rich Countries, takes a holistic view of the conditions of children in the United States, Canada, and Europe 29 countries in all. The top ranked countries, where children are best off, are the social democracies of Western Europe.

Western democracies have prided themselves on institutional checks and balances, but obviously these mechanisms did not work during the crisis or the preceding boom. And they have been a recipe for policy paralysis in America s long debate about raising the ceiling on its national debt.

A strong middle class emerged in the advanced countries, and then began to appear elsewhere. The Western democracies and Japan built economies in which productivity growth led to shared prosperity governments engaged in regulation and redistribution, while private companies fueled growth by implementing technologically advanced production methods.

Politics abhors equilibrium as much as nature abhors a vacuum and undoubtedly, tensions within the coalition, as well as outside it, will surface. Still, possibly the British mood portends a wider change of climate for Western liberal democracies, and the onset of a new, less indulgent era.

Just a half century earlier, one could count the number of Western democracies on one s fingers. And even these were imperfect using the most basic democratic yardstick universal suffrage the United States could not be seen as truly democratic until the civil rights victories of the 1960 s.

So the next step for our democracies are transparent and verifiable elections.

Initiatives such as the Community of Democracies may contribute to these goals.

That said, when it comes to respecting minority rights, democracies have a far better record than autocracies. This is one of the main reasons why, throughout history, democracies have rarely fought each other.

This may seem like a highly desirable state of affairs, conducive to the cultivation of a good life. But in the last few decades, Western democracies have been undergoing a marked identity crisis, manifested in an unwillingness to articulate organizing ethical principles or to project democratic values onto the international stage.

The resulting refusal to work together on the major issues of the day has had a dramatic impact on economic policies. Once formulated through negotiations conducted at the political center, where Western democracies have long been anchored, policymaking is increasingly shaped by stubborn forces on the extreme left and right.

This is what they want to happen in Egypt, hoping that democracy will not jeopardize Egypt s peace treaty with Israel. But Western democracies combination of freedom and order the West s most precious gift to the world is the product of a long history that cannot be replicated in short order.

Democracies make even more of a mess of these resource booms than autocracies.

For example, many China observers believe that accountability there needs to increase at this stage of the country s economic, social, and political evolution. Others argue that Western democracies have the opposite problem a surfeit of narrow, politically assertive interests leads to underinvestment and poor tradeoffs between present and future opportunities and performance.

Mongolia, as host of the Fifth International Conference of New or Restored Democracies and as a participating State of the Community of Democracies, welcomes the importance attached to democracy in the report and the proposed Democracy Fund.
