State Border Service

The work of State Border Service (DGS) on protection of state border and international airports, as well as control of the movement of persons and goods across the border has started by forming 4 units of the State Border Service of Bosnia and Herzegovina in June 2000.

The State Border Service (SBS) celebrated its fifth birthday in June 2005.

Presently, this Service has full control of the state border and international airports.

In 30 cases, State Border Service initiated offence proceedings for the reason of illegal crossing of the state border, or illegal stay in BiH.

State Border Service sent 43 women to these organizations for further processing, care, and repatriation.

UNODC's border control project in Tajikistan redirected its focus to deliver equipment and services to border guards and customs staff and to support Tajik authorities in gradually taking over border control functions previously conducted by the Russian Federal Border Service.

The Borders and Foreigners Service SEF has in all border posts detection instruments for false and falsified documents.

Particular attention in the work of State Border Service is paid to combating illegal immigrations and trafficking in people.

The Office of the High Representative also assisted in the launch of the State Veterinary Border Inspection Service in November.

UNODC, together with bilateral donors, will also expand its border control assistance to Tajikistan and support the Government of that country in gradually assuming the responsibilities held by the Russian Federal Border Service.

People's cross border movement is controlled by migration bodies, while the control over goods transportation is carried out by customs service bodies.

The major discovery thus far was on 11 April, when the State Border Service, supported by EUFOR, found approximately 27 kilograms of high grade heroin at a border crossing point, while elsewhere, on the same day, the Service, with the support from other EUFOR units, disrupted a human trafficking gang and arrested three people.

In Central Asia, the Government of Tajikistan continued to expand the operations and role of the Drug Control Agency and in 2005 started to gradually take over border control along its Afghan borders as the Russian Federal Border Service withdraws.

One suggestion was to replace the term with regular security forces , which would include other State apparatus such as border guards, intelligence service members, etc.

Indications are that the local agencies and authorities, such as the police and the State Border Service are benefiting from the support and encouragement of EUFOR.

The EU Police Mission has provided advice at all stages leading up to the introduction of new laws on surveillance of the State border and the State Border Service, which bring together and update the legislation underpinning the Agency and its work.

Border surveillance between authorized crossing points is incumbent upon the Serviço de Estrangeiros e Fronteiras (SEF) Borders and Foreigners Service Ministry of Interior, along with the Direcção Geral de Autoridade Marítima (DGAM) Directorate General of Maritime Authority Ministry of Defence as for the sea border.

In the past six months, a series of important new laws was drafted and adopted, particularly a law that creates and regulates a new immigration service, an updated law governing the working of the State Border Service, and a Law on police officials.

The EUFOR integrated police unit capability is also active in contributing to the fight against organized crime, in cooperation with local law enforcement agencies, particularly the State Border Service.
