Clean coal technologies were at least 25 percent more efficient than traditional coal fired power plants.

Much of the future increases in coal fired electricity generation will come from strategically important developing countries like China and India. In 2006 alone, China added about 93,000 megawatts of coal fired electricity generating capacity, and this trend is expected to continue as the country tries to meet its huge energy needs.

Moreover, most economic models do not account for the externalities related to coal and carbon pollution. For example, a recent report by Trucost estimates that coal fired power generation worldwide may be responsible for around 1 trillion of damage due to climate change and air pollution.

But one day of coal adds up to one hell of a lot of carbon dioxide in a normal one gigawatt coal fired plant.

This is why the OECD Secretary General has suggested that it is time for a moratorium on the construction of conventional coal fired power plants. Governments have far more cost effective electricity generation technologies at their disposal.

Put differently, if the world continues to build coal fired power plants at the current rate, those plants will still be around in 2050, regardless of what other technologies become viable in the meantime. Solar power cannot stop those coal fired plants from being built today.

Obama also mentioned that he had raised fuel economy standards for cars in the US, and had invested in renewable energy sources, like solar and wind power. But, when Romney talked about increasing coal production, Obama neglected to point out that carbon dioxide from coal fired electricity generation is already a major contributor to climate change that we still lack the technology to produce clean coal and that increasing the use of coal will impose huge burdens on people worldwide.

It is little wonder, then, that US Energy Secretary Steven Chu, who two years ago described the expansion of coal fired power plants as his worst nightmare, now calls coal a great natural resource.

Coal is one place to begin, as it will continue to generate the lion s share of the world s electricity for decades to come. Greater sharing of existing cleaner coal technologies is needed, as is continued development of next generation clean coal plants.

South Africa, for example, reported that coal currently provides more than 90 per cent of the energy for its electricity generation and is expected to dominate power generation until 2040.

The US auto industry should be re tooled for low carbon emission automobiles, either plug in hybrids or pure battery operated vehicles. President Barack Obama s administration is trying to stop the construction of new coal fired power plants, unless they are equipped with CCS technology. China, for its part, has realized that its heavy dependence on coal is causing such devastating pollution and smog that it is leading to massive loss of life, with life expectancy down as much as five years in regions with heavy coal consumption.

But this approach would still consume too much of the CO2 budget. Even the most modern and advanced conventional coal fired power plants emit over 15 times more CO2 per unit of electricity than renewable energy systems, and more than twice the amount of efficient gas fired power stations.
