To guide it towards reform, Indonesia had also set up an anti corruption commission and was cooperating with its neighbours in preventing and combating corruption.

The Convention against Corruption was also presented at a conference held in Vienna from 24 to 26 November 2004, organized by the Government of Austria, on enhancement of operational cooperation in combating corruption in the European Union, as well as at the subregional seminar on corruption organized by the Indonesian Monitoring Forum on Combating Corruption in Jakarta from 13 to 16 December 2004.

Participants took part in exercises involving the use of international cooperation mechanisms in combating transnational organized crime, terrorism and corruption.

It is, however, pertinent to note that other international and regional efforts at combating corruption, preceding the adoption of the Convention against Corruption, have been more effective and have made remarkable achievements.

Burkina Faso is a party to two legally binding instruments for combating corruption on the regional and sub regional levels the African Union Convention on Preventing and Combating Terrorism of 11 July 2003 (Maputo Convention) and the ECOWAS Protocol on the Fight against Corruption, adopted at Dakar on 21 December 2001.

These obligations, which involve combating crime, terrorism and corruption at the regional and subregional levels, were reviewed in four basic areas

In its resolution 58 4, the General Assembly, in order to raise awareness of corruption and of the role of the United Nations Convention against Corruption in combating and preventing it, decided that 9 December should be designated International Anti Corruption Day.

Burkina Faso's other multilateral and bilateral obligations that play a role in combating corruption, transnational organized crime and terrorism were also reviewed.

2. Each State Party may adopt more strict or severe measures than those provided for by this Convention for preventing and combating corruption.

The obligations of States under the Maputo Convention relate not only to laundering the proceeds of corruption, illicit enrichment and the funding of political parties, but also to cooperation and mutual legal assistance in combating corruption.

With respect to enhancing administrative effectiveness, our plan stresses the rule of law, transparency, combating corruption, and creating a nurturing climate for civil society.

Member States could use the event as a platform for effective and increased cooperation in combating transnational organized crime, illicit trafficking, corruption and terrorism.

In addition, the Global Compact Office launched a worldwide effort to raise awareness and deepen the commitment of participants to combating and eliminating corruption.

The central role of the civil society, including a vibrant media, in combating corruption should not only be recognized and encouraged, it should be intensified.

It also takes part in an OECD project to prepare a glossary of international standards to combat corruption that will allow States to compare requirements created respectively by the United Nations Convention against Corruption, the OECD Convention on Combating Bribery and the Council of Europe Criminal Law Convention on Corruption of 1998.

(d) Making appropriate use of relevant information produced by other international and regional mechanisms for combating and preventing corruption in order to avoid unnecessary duplication of work

Bearing in mind that the prevention and combating of corruption is a common and shared responsibility of the international community, necessitating cooperation at the bilateral and multilateral levels,

The countries of the South must take their own development in hand by defining detailed national strategies that are effective and directed towards good governance and combating corruption.

The Bank began focusing its efforts on improving governance and combating graft ten years ago. Breaking the taboo of never mentioning corruption, in 1996 the Bank s then president, James Wolfensohn, identified the cancer of corruption as a major burden for the poor in developing countries.

While we are in fact strengthening our institutions for development through good governance, combating corruption and driving private sector growth, by no means should those factors be used as conditionalities.

10. Invites Governments to strengthen bilateral, regional and international cooperation aimed at preventing and combating corruption and the laundering of proceeds derived from trafficking, including for purposes of commercialized sexual exploitation

This is the only path that promises both less corruption and more economic growth. Combating corruption through increased punitive action, while leaving intact a bloated and discretionary public sector, will only paralyze public officials, delay important decisions, and play into the hands of cynical demagogues and political fanatics.
