Do you think the World Bank should do more to encourage countries to adopt core labor standards?

The DR CAFTA pays lip service to international labor standards as enshrined in the International Labor Organization s core labor rights, but promptly throws them overboard. Instead, countries are committed only to enforcing their own labor laws, which often seem designed to prevent workers from joining a union.

Therefore, Government, in particular Ministry of Manpower and MOWE has been working closely with CSO's in particular Labor Unions, Employer Unions and Women Advocates for Women's Workers Rights to formulate Guidelines on Equal Employment Opportunities in order to speed up full implementation of international labor standards.

To bridge these divides, we must rethink the nature of employment in an increasingly automated, borderless, and mobile global economy. As capital is globalized, so basic labor standards should be global.

The reason is not that the periphery offers an attractive labor force from which capital profits, but rather that the core especially the United States offers a form of protection for capital against unanticipated political disturbances.

The Department would review conditions of service and staff mobility across the United Nations system and ensure that staff were provided with training in the core business and the standards of the Organization.

The agreement only stresses that labor rights are to be respected, highlighting that a party to the agreement shall not fail to effectively enforce its labor laws, through a sustained or recurring course of action or inaction, in a manner affecting trade between the Parties. In a region with weak enforcement and few mechanisms for redress, protection restricted to prevailing labor standards amounts to no protection at all.

Goal 4 Core and non core resources aligned with commitments

The industrial codes of the New Deal set ceilings on the workweek for specified industries and workers. The Fair Labor Standards Act provided financial incentives by requiring overtime pay for employees working long hours.

When disaggregating their supply chain, procuring companies judge their sources according to their ability to deliver on short notice and on time reliability and conciseness in terms of meeting company specifications understanding of the functioning of the export markets or ability to meet standards (e.g. core labour standards, quality or labelling requirements).

The law inaugurates the common core curricula and other educational standards, and defines the appropriate structure for their implementation, monitoring and development, which are the important preconditions for harmonization of the currently parallel educational system.

The impact that companies can have in these areas also depends largely on respect for labour and social rights, as reflected in the ILO standards that are part of the 10 core Global Compact principles.

(d) To promote an appropriate balance between core and non core contributions

Table 1, below, presents the total core and non core expenditure profile.

Both core and non core resources are needed to support gender mainstreaming.

At a time when the pursuit of the United Nations development agenda may well justify repositioning a considerable portion of activities currently funded with voluntary contributions as part of the core work of the system, many agencies are hard pressed to maintain even their historical roles in such areas as norms, standards, advocacy and other core global functions.

And let's face it, the contract from a major multinational brand to a supplier in India or China has much more persuasive value than the local labor law, the local environmental regulations, the local human rights standards.
