Sustainability of public debt has replaced sustainability of private debt as the biggest threat to financial stability, and the focus of debate about the US current account has shifted from the sustainability of foreign debt to the impact of reducing the external deficit on growth and employment. The dilemma facing US policymakers is how to stimulate growth while lowering the level of total debt.

But this fear is unfounded, because it is based on a misunderstanding. What matters for debt service capacity is the debtors' income, not the general price level.

Kyrgyzstan also advocates the identification of an acceptable level of indebtedness and the adoption of urgent and commensurate measures to ease the debt burden of developing countries.

Uganda is estimated to receive 1.95 billion in nominal debt service relief.12 However, the net present value of its debt to exports ratio was estimated to reach 258 per cent by the end of 2003, a level significantly above the HIPC sustainable threshold.14

The Secretary General remains fully committed to reducing the level of this debt to Member States to the maximum extent possible, given the operational requirements of each mission.

Limited capacity for debt socialization reflects the EU Treaty s no bailout clause, which bars outright mutualization at the eurozone level of (national) public debt. Most economists failed to foresee the economic dynamics that actually led to the crisis, because they failed to pay enough attention to the rapid increase in US total debt. That being said, a high level of external debt is one of the barriers impeding efforts towards sustainable development in our Republic, where 94 per cent of the territory is mountainous.

When the recession is over, the US and virtually every other country will have substantially higher debt to GDP ratios. At that point, it will be important to develop policies to reduce gradually the relative level of government spending in order to shift to fiscal surpluses and reduce the debt burden.

Options for lower debt burdens on Governments of heavily indebted developing countries include debt cancellation and debt swaps for sustainable development.

Emphasizes the urgent need for the international community to adopt an effective, comprehensive, equitable, durable and development oriented solution to the debt problems of developing countries and, in this regard, welcomes the current discussion on initiatives on debt reduction and cancellation, depending on the level of development and specific circumstances of debtor countries

To address the debt burden problem, many African countries at first resorted to repeated debt rescheduling which focused on debt service flows, resulting in steadily increasing debt stocks and related service payments.

I ask every developed country to support these strategies by increasing the amount it spends on development and debt relief and doing whatever it can to level the playing field for world trade.
