All transportation costs are based on the monthly deployment of vehicles shown in annex VI.A.

(e) Deployment of fewer than projected vehicles resulting in lower costs for petrol, oil and lubricants

As to operational costs, the estimate had been reduced on the basis of the revised deployment schedule.

Therefore, costs in relation to the deployment travel and pre deployment deployment allowances increased the average monthly cost from the budgeted average of 4,000 per month to an actual average of 7,840 per month, resulting in additional requirements.

The unbudgeted requirements of 13,100 relate to travel and related costs for the deployment of six demining experts.

The planned and actual deployment for civilian and military personnel is shown in annex III. 2. Travel costs.

It had also considered basic salary and allowances, allowances for the usage of personal clothing, pre post and post deployment medical costs, travel costs, peacekeeping related training costs and the status of the daily allowance.

All civilian staff costs were prepared in accordance with the deployment schedule contained in annex IV to the present report.

The estimate also provides for other freight and related costs, including freight charges for the replenishment of the strategic deployment stocks.

The budget estimates showed increased requirements under personnel costs owing to projected full deployment of military, civilian police and civilian personnel.

The new proposed phased deployment schedule and the revised related costs were set out in annexes I and II of the report respectively.

Notes that, in addition to maintaining all existing components of the current methodology, the Secretary General had proposed the inclusion of peacekeeping related training costs and post deployment medical costs in the troop reimbursement methodology

The Committee notes that this is partly due to costs for airlifting contingent owned equipment for the advance deployment of troops and special forces.

Preventive deployment

The experience of several developing countries indicates that if restrictions on the provision of Internet backbone services are lifted, connectivity costs can be cut and infrastructure deployment accelerated.

The provision for mission subsistence allowance (MSA), clothing allowance and travel costs for military observers is based on the projected phased deployment of 570 military observers by October 2005.

The Committee notes that discussions focused on the inclusion of basic salary and allowances, peacekeeping related training costs and post deployment medical costs, but, as indicated in the report of the Working Group, no consensus was reached on the issue of troop costs (see A C.5 58 37, para. 77 and annex IV).
