As to operational costs, the estimate had been reduced on the basis of the revised deployment schedule.

Therefore, costs in relation to the deployment travel and pre deployment deployment allowances increased the average monthly cost from the budgeted average of 4,000 per month to an actual average of 7,840 per month, resulting in additional requirements.

The estimate also provides for other freight and related costs, including freight charges for the replenishment of the strategic deployment stocks.

As a result, the Czech and Polish governments were unable to answer fundamental questions about the costs and benefits of the deployment for Polish and Czech national security.

The estimates take into account the actual strength of 763 international personnel as at 31 July 2005 and the phased deployment of an additional 334 personnel and reflect the application of a 25 per cent delayed deployment factor to the computation of salaries, common staff costs and mission subsistence allowance requirements for the additional personnel.
