The ILO employment and social protection sectors developed a joint proposal for the agenda of the ninety sixth session (2007) of the International Labour Conference on the theme Employment and social protection in ageing societies .

(d) Promoting women's equal access to labour markets, sustainable employment and adequate labour protection

In practical terms, this meant the involvement of indigenous peoples in project design, employment, environmental protection, social security and cultural protection measures.

The challenge is to develop institutions and public policies in the fields of employment, education and training that can enhance employment opportunities while ensuring adequate social protection.

Within the context of a global employment agenda, ILO has developed a decent work agenda that emphasizes employment, rights at the workplace, social protection and social dialogue.

The Ministry for the Family, Social Protection and Solidarity was seeking solutions to the difficulties women experienced in employment.

Moreover, in the context of the above programme, the Research Centre for Gender Equality, in collaboration with the Ministry of Employment and Social Protection, the General Secretariat for Gender Equality and the Employment Inspectorate, has organized seminars for employment inspectors in Athens and Thessaloniki, concerning

g) Memoranda of Understanding with countries of employment to ensure the protection of the workers rights (MOU already signed with Kuwait and Jordan, and include joint Permanent Legal Assistance in the countries of employment)

Target areas encompass accessibility, education, employment, income maintenance and social protection, family life and personal integrity, culture, recreation, sports and religion.

Recently adopted legislation included the new Labour Law, the Law on Labour Protection, a number of regulations of the Cabinet of Ministers on employment and labour protection and the Administrative Procedure Law.

In the earlier period, within employment legislation of BiH women have been guaranteed equal salary for equal work and ensured special protection of motherhood, health and social protection based on the same principles.

The International Labour Organization (ILO) assisted Palestinian employers' and workers' organizations, and contributed to developing a fund for employment and social protection, established by presidential decree to coordinate all financial and technical assistance for employment creation.

The protection of women workers' rights is stipulated under Law No. 1 of 1951 on Employment and under Government Regulation No. 4 of 1951 on Rest Periods and No. 8 of 1981 on Wage Protection.

The activities have also been planned which aim at development of procedure for application of the law in all areas envisaged under the Law itself (public life, political representation, employment, social and health protection, protection against violence, etc.).

Labor market liberalization, globalization, and unions declining influence have exacerbated these employment trends. At the same time, macroeconomic policies have focused on achieving and maintaining low single digit inflation, rather than full employment, while limited social protection has heightened economic insecurity and vulnerability.

Under the laws in effect on work and employment, the general collective contract, as well as sectoral collective contracts, men and women have equal opportunities in access to employment and training, equal working conditions and labour protection, equal salary for the same job and all other rights that are not necessarily determined for women (like maternity protection, maternity leave, etc.).

Job protection for Parental Leave was extended to the mother for up to 17 weeks, and Job Protection for Child Care for one or both parents was extended to a combined 37 weeks through changes to the Employment Standards Act.

In 2001, the rate of employment in health care protection in BIH was slightly decreased in comparison to the previous year and amounts to 1.017 100.000 people.

The Government provided information on activities carried out in cooperation with NGOs aimed at the protection of migrants, including conducting pre employment and pre departure orientation seminars.

UNHCR agreed with the Board's recommendation to review the staffing needs of the Protection Information Section and to comply with the rules on recruitment and employment of consultants.

Furthermore, the persistence of income concentration and employment constraints threatens social integration by segmenting society and reducing social protection and the participation of the poor in the development process.

The Ministry of Labor and Employment recognizes the need to create mechanisms to facilitate the access to information and to ensure full compliance with labor protection norms and citizenship.

The higher requirements relate principally to the reintegration activities of the Mission, which will necessitate registration costs, feeding costs, cash reinsertion benefits, counselling, community mobilization and sensitization programmes, employment projects and programmes and educational reintegration programmes, as well as disaster protection and environmental protection training.

The Committee wished to know, in particular, whether the Ministry for the Family, the Protection of Children and the Advancement of Women planned to conduct a study on the situation of women in formal and informal employment and the protection of their labour rights.

The Social Protection of the Unemployment Act regulates the registration of persons as unemployed and the payment of state unemployment benefits, single benefits and stipends for unemployed persons through employment offices.

Without participation and representation, women lack voice in setting standards of human rights, in forming policies of protection, in guaranteeing access to education, and in ensuring a right to decent employment.

While the report recommended that the right to equal pay for work of equal value be moved to the Employment Standards Act, the Government's preference is to maintain the current protection in human rights legislation, which provides protection for equal pay for similar or substantially similar work.

It was proposed that an additional development goal ( Millennium Development Goal 9 ) be established on ensuring productive and decent work and increasing employment opportunities, which would translate the four dimensions of decent work of the International Labour Organization (ILO) employment, basic rights at work, social protection and social dialogue into targets.
