Almost all Parties mentioned the need for more financial resources, appropriate technology, capacity building, information, public awareness and institutional capacity, legislation, economic instruments and enforcement.

(c) International law enforcement cooperation should be further enhanced, including by upgrading the capacity and skills of countries not currently linked to existing law enforcement networks that focus on cybercrime

The efforts of UNODC will strengthen the drug interdiction and border control capacity of national and regional drug law enforcement bodies.

At the same time, it was noted that law enforcement should similarly take full advantage of new technologies to enhance investigative capacity.

Practical cooperation between States in the areas of law enforcement and intelligence sharing and relevant assistance and capacity building need to be improved.

Strategies included awareness raising campaigns, capacity building for judicial, law enforcement, health and other officials, creation of data collection systems and indicators to monitor implementation.

The mission nevertheless expressed concern about the challenges that remain with regard to monitoring and enforcement capacity as well as regulation of the diamond sector.

Another aspect of the fight against cybercrime concerns enhancing the capacity of law enforcement agencies by granting them the necessary powers, training, expertise and resources.

The capacity of key State institutions, including those in the areas of finance and law enforcement, continued to improve as personnel acquired new skills and experience.

Speakers also mentioned initiatives in capacity building for front line law enforcement agencies engaged in border control and the identification and dismantling of clandestine drug manufacturing laboratories.

Concerning capacity building, the Regional Centre, with technical support from civil society partners, has developed a training curriculum for law enforcement agencies, civil society and senior management.

In Albania, the drug interdiction and seizure capacity of law enforcement agencies was upgraded, inter agency cooperation enhanced and awareness on the dangers of drug abuse raised.

UNIFEM helps build the capacity of duty bearers, focusing on the judiciary, law enforcement, parliamentarians, ministries of health and foreign affairs, departments of statistics, and United Nations partners.

UNODC technical cooperation aims to assist legal, financial and law enforcement authorities in developing legal frameworks, institutional capacity, training in financial investigations and intelligence gathering, research and awareness raising.

Strengthening legislation and improving monitoring systems and facilities, as well as building the capacity of the relevant law enforcement agencies are important contributing factors in addressing the problem in the short term. We stress the need to consider measures to prevent the expansion of urban crime, including by improving international cooperation and capacity building for law enforcement and judiciary in that area.

Many States require, for what is assuredly the long haul, technical assistance for capacity building in this area involving significant changes in domestic threat perception, security strategies, legislation and enforcement.

This team has focused to date on actively collecting information, conducting investigations where credible allegations exist of wrongdoing and building capacity in the Mission for effective, long term prevention and enforcement.

To assist these and other efforts under way, I strongly appeal to members of the Council to assist in strengthening the capacity of MONUC to conduct self monitoring and enforcement programmes.

It will enhance law enforcement capacity at seaports, key international airports and selected land border posts, and it will focus on measures to reduce the flow of illicit drugs from Afghanistan.

One of the principles guiding the work of the United Nations Crime Prevention and Criminal Justice Programme is the need to ensure that any increases in the capacity of perpetrators of crime are matched by similar increases in the capacity of law enforcement and criminal justice authorities.

While enforcement in the coercive sense remains the domain of states, coercive enforcement is rare even when it comes to inter governmental agreements. Whether countries abide by agreements has far more to do with international processes of persuasion, socialization, and capacity building and those can be done by anyone with a good argument.

In Timor Leste, the United Nations continued to provide capacity building assistance in public administration, law enforcement, democratic governance and human rights, while the role of United Nations agencies increased in those areas.

Such operations contribute to enhancing the mission's profile as well as supporting the mission implementation plan of the Office of the High Representative and capacity building for local authorities and law enforcement agencies.

No other international organization currently possesses the potential to strengthen long term law enforcement capacity and institution building in the OSCE region in the States most susceptible to crime, corruption and human rights violations.

These officers have initiated State and local level programmes to raise awareness of international and domestic law, build capacity in local courts and prisons, and among law enforcement and legal professionals and community representatives.

The major challenge lies in implementation and enforcement because of administrative and institutional difficulties, inconsistent policies and legislation across different sectors, lack of sufficient respect for the law or lack of capacity and resources.

In addition to national institutions, OHCHR supports capacity building at the national level through the training of staff of transitional institutions (including the judiciary and law enforcement officials) in countries such as Timor Leste.

Anti cartel enforcement cannot be done in isolation, however it is interdependent with competition law enforcement.
