The cases described earlier suggest that there is wide variation in sanctions imposed by countries new to anti cartel enforcement.

Direct use of free trade or common market agreements for enforcement cooperation appears to have taken place so far only within the European Union or the EEA, although in other cases, they have provided a framework conducive to bilateral cooperation.

The Committee is concerned about allegations of arbitrary arrests and detention, excessive use of force and ill treatment of refugees, in particular women, by law enforcement officials, and about the lack of investigation of those cases (arts. 5 and 6).
